Some cities in Ukraine can run out of heat during winter

Now, the CHPP calculations indicators for Naftogaz’s gas for heat and power production will be calculated separately.

The Council of Ministers has modified the Regulation on the imposition of special rights to the subjects of the natural gas market, which shares the debts of the CHPP with Naftogaz for the gas consumed for the production of heat and electricity. This decision was made at a government meeting on Wednesday October 21, reports RBC-Ukraine.

It is specified that the resolution was adopted with review within two days.

At the same time, Finance Minister Sergei Marchenko expressed his disagreement with the main point of the resolution. According to him, “this will lead to a decrease in the level of payments for natural gas for electricity production and will become the reason for requests from NJSC Naftogaz of Ukraine for compensation of costs from the state budget.”

According to the decree, the CHPP calculation indicators for gas for heat and power production of NJSC Naftogaz of Ukraine will be calculated separately.

As noted in the explanatory note to the draft resolution, current regulations do not give Naftogaz the opportunity to set gas limits and threaten the heating season in certain cities.

The document states that, according to Naftogaz, of 30 cogeneration plants and five generating companies to which NJSC supplied natural gas for electricity generation, 25 have significant debts.

At the same time, in the city of Belaya Tserkov, in the Kiev region, for example, there was a risk that 60 thousand city dwellers would be left without heating during the winter. PJSC Belotserkovskaya combined the heat and power plant for the first time completely stopped the production of electricity and heat. If work is not resumed in the near future, there is a risk that nearly a quarter of the city will be left without heat, the document says.

The reason for the closure is the multi-million dollar debt of the company itself, as well as a large debt to the CHPP of Bila Tserkva for the energy consumed (513 million UAH). However, the debt of the combined heat and power plant PJSC Belotserkovskaya for the natural gas consumed for the production of thermal energy is only 2.3 million UAH.

“The way out may be the separation of responsibilities in terms of payment for the gas used for the production of electricity and heat. This will allow the Belotserkovskaya CHPP to have gas limits that will guarantee a stable heating season for the population,” says the Explanatory note of the project.

According to the decree, Naftogaz is entitled to supply gas if, as of the 23rd day of the month prior to the month of delivery, the calculation level of the heat producer used for heat production is not less than 90%, and of the producer of heat owned by the State-owned Fund and using natural gas for heat and electricity production, not less than 60%

Let us remember that the start of the heating season is in danger of failing in 45 settlements. Dozens of heating and power companies have yet to pay off their critical debts, they say in Naftogaz.
