Donbass receives a new peace plan
Ukraine will propose the creation of a Free Economic Zone as part of the implementation of a special order of local self-government in certain areas of the Donetsk and Luhansk regions after their unemployment.
Ukraine has prepared a new plan for Donbass. It was introduced by the head of the Ukrainian delegation to the TCG, the first president of Ukraine, Leonid Kravchuk. There are five points in the plan, but the Kremlin has already declared that the Kravchuk plan does not correspond to the Minsk agreements.

Five steps
Ukraine proposes to completely end the conflict in Donbass and demilitarize CADLO by early 2021 so that local elections can be held in the region on March 31 of the same year.
In total, the joint step plan consists of five points:

Withdrawal of foreign troops, illegal armed groups and mercenaries from the territory of Ukraine in early 2021;

Cancellation by the authorities of the Russian Federation of a series of decisions and documents that are a direct interference in the life of CADLO. In particular, we are talking about a simplified procedure for granting Russian citizenship to residents of these territories;

Restore control over the corresponding section of the Russian-Ukrainian state border with the help of representatives of the OSCE mission;

Increase the size of the OSCE SMM mission by four times (by 1,500 people);

Only after all this has been done: preparation and holding of elections on CADLO territory (with the help of the OSCE).
According to Kravchuk, it will be necessary to pass a law on the details of local elections in CADLO, for which it is possible to “outline all the developments” in the Verkhovna Rada in this regard.
Economic zone
Ukraine will also propose the creation of a Free Economic Zone as part of the implementation of a special local self-government order in CADLO. According to Kravchuk, the FEZ should operate there “until approximately 2050”, this time it will allow the Donbass to return to normal.
President Volodymyr Zelenskyy previously said that the introduction of a free economic zone in Donbass would help attract investment to the region and end the war.
On October 25, during local elections, voters close to polling stations were asked “5 questions from the president”, one of which concerned the introduction of a free economic zone in Donbass.
The Servant of the People party, which ordered the poll initiated by Zelensky, released only the preliminary results of the response count. On October 26, when 74% of the questionnaires were processed, the responses to the second question about FEZ in Donbass were almost evenly divided: 46.70% supported, 46.48% were against.
The Kremlin’s response
Russian President Dmitry Peskov’s press secretary said that Kiev’s proposal to disarm all illegal armed groups and return the border with the Russian Federation under the control of the Ukrainian government ahead of local elections contradicts the Minsk agreements. .
