The “Minister of Foreign Affairs of the DPR” and plenipotentiary of the “republic” in the Trilateral Contact Group, Natalia Nikonorova, said that it is impossible to advance in the negotiations on a new exchange of prisoners. To achieve this, Kiev must review the resolution on the cancellation of local elections in Donbass, passed by the Verkhovna Rada on July 15.
This was reported by the Donetsk news agency.
“Kiev has not yet canceled the Verkhovna Rada resolution on local elections, the fourth point of which is contrary to the Minsk agreements. Although regularly, literally, every time we communicate within the Contact Group, we indicate to the representatives of Ukraine our position of principle: without canceling or amending this resolution to remove contradictions with the Minsk agreements, progress in any area of work in accordance with these same Minsk agreements is impossible, “said Nikonorova.
He called the statements of Ukrainian representatives on the preparation of the prisoner exchange “mindless shaking of the air”, since such statements are not made directly on the Minsk site.
According to her, a new exchange of prisoners is also inappropriate because the Ukrainian side, as Nikonorova claims, has not fulfilled its obligations in previous exchanges: some released have not gone through procedural cleanup, they continue to be persecuted in the controlled territory of Ukraine.
Nikonorova’s words were a reaction to the statement of the head of the office of the President of Ukraine Andriy Yermak that at the next meeting of the TCG they would discuss the preparation of a detainee exchange. According to him, to date, both parties have drawn up lists of about 100 people each.
As “Strana” wrote, Yermak also said that the Rada would soon consider changing the resolution on the elections in Donbas.
