State auditors recommend liquidating the maritime commercial port of Nikolaev

The audit revealed ineffective costs by the port administration and lost profits totaling almost 127 million UAH.

Based on the audit results, the State Audit Service recommends that the authorities liquidate the Nikolaev Sea Commercial Port due to its inefficiency. This was announced on Tuesday, December 1, in the press service of the State Audit Service.

The report states that the service specialists conducted a financial audit of the port for the period from March 2018 to March 2020.

In particular, it is recommended to remove SE “Nikolaev Commercial Maritime Port” from the list of companies of strategic importance for the economy and security of the state, as it does not meet the criteria of a strategically important facility.

“It is recommended to instruct the Administration of State Enterprises of Sea Ports of Ukraine” to exclude State Enterprise “NCSP” from the Register of Sea Ports of Ukraine. In addition, it was proposed to consider the feasibility of the further existence of the state-owned company as an independent business entity and its liquidation, having determined the legal successor of all rights and obligations, state property and other assets of the state-owned company “USPA” represented by the administration of the port of Nikolaev, “he said in the message.

The report notes that the port leased its production facilities to private operators in late 2029-2030 without the right to unilaterally terminate the contract.

“At the same time, the port of Nikolaev itself does not check the status of the leased state property,” experts say.

He also reported that the port staff is made up of administrative, managerial and service personnel with salaries three times higher than the industry average. The income is passive income from the rent, but the debts with the creditors have multiplied by 3.5 in two years and have reached 44.13 million UAH. In this context, the depreciation of the fixed assets of the company is close to 100%.

“SE NCSP’s profit is unacceptably low, considering the production capacity provided by the state,” the auditors said.

Previously, the Cabinet of Ministers approved a list of 103 priority investment projects until 2023. Among them are a project for the production of artificial respiration devices (IVL), two waste incineration plants and a complex of launching space rockets. aerial.
