The TCG is confident that it is possible to quickly withdraw foreign troops from the territory of Ukraine.
The Ukrainian delegation to the TCG listed four main points of the Donbass Action Plan, four prejudices against them and rebuttals.
The Trilateral Contact Group on Donbass mentioned four erroneous judgments regarding the Action Plan and refuted them. The delegation posted a corresponding message on Friday, November 6, on its Facebook page.

“1. Point of the Action Plan: withdrawal of foreign troops, illegal armed groups and mercenaries from the territory of Ukraine in early 2021. Prejudice: it is impossible to withdraw troops, mercenaries, equipment so quickly,” says the message.
In response to this, the TCG cited the example of Israel, which withdrew its troops from the “safe zone” in Lebanon, simultaneously with its allied “South Lebanon Army” (about 7.5 thousand people in total) in 24 hours, after 18 years in the country.
“2. Point of the Action Plan: cancellation by the authorities of the Russian Federation of a series of decisions and documents that are a direct interference in the life of CADLO, for example, in the simplified procedure to grant Russian citizenship to residents of those territories. Bias: Granting Russian citizenship according to the simplified procedure is the exclusive privilege of the President of the Russian Federation. There is no such clause in the Minsk agreements, “the delegation said, adding that this is the wrong point of view of the press secretary of Russian President Dmitry Peskov.
In rebuttal, the TCG noted that Peskov probably does not understand the content of the document approved by the Russian president.
“3. Point of the action plan: re-establishing control over the corresponding section of the state border between Russia and Ukraine with the help of the OSCE SMM. Bias: in the Minsk agreements <...> It is noted that the restoration of full control (!) Over the state border by the government of Ukraine … should begin on the first day after the local elections, “the delegation continued.
In response, it was stressed that the Plan provides for the re-establishment of control over the entire border with the help of the OSCE on a constant basis.
“4. Point of the Action Plan: preparation and holding of elections in CADLO’s territory (with the help of the OSCE). Prejudice: it is impossible to prepare and carry out local elections properly within that period,” stated the TCG.
In rebuttal, the delegation recalled that in 2014 the presidential elections in Ukraine were prepared in three months, a month and a half shorter than the one mentioned in the Plan.
Finally, the TCG said that by November 10 (date of the next TCG meeting), the OSCE should familiarize itself with the Action Plan and added that the Normandy summit should be held before the end of this year.
Earlier, the head of the Ukrainian delegation to the TCG Leonid Kravchuk said that the Action Plan for the settlement in Donbass should be feasible.
