In Kiev, a serious conflict is unfolding between two unspoken “vigilantes” over the capital. This conflict entered an active phase after the publication of the tapes of the People’s Deputy Geo Leros (they were already analyzed in detail by Strana).
Previously, the title of “searching” the capital was held by promoter Vadim Stolar, who, having no official position in the Kiev City Council, in fact called him a “gray cardinal.”
However, after the 2019 presidential elections, he gradually lost his influence over the mayor of Kiev, Vitali Klitschko, amid his conflict with Bankova. So Stolar’s place was taken by another developer, Denis Komarnitsky. The one that won the largest bid for UAH 6 billion in 2017 for the completion of the Podolsko-Voskresensky bridge.
However, Stolar did not want to accept this so easily.
And now the former supervisor and the current one “are measured with compromising evidence” against each other. Yesterday, a new part of the “plum” against Komarnitsky was published, containing indications of Komarnitsky’s corrupt ties with the head of the President’s Office, Andriy Yermak, through the people’s deputy Nikolai Tishchenko (he and Yermak are godparents ).

From friendship to war
During Vitali Klitschko’s years as mayor of Kiev, experts say, a shadow group has emerged that has established control over the construction market. The main role in it was first played by developer Vadim Stolar, supposedly protected from Igor Kononenko, deputy head of the Petro Poroshenko Bloc faction from the previous convocation.
But after the change of power in 2019, Denis Komarnitsky, partner of the former mayor of the capital, Leonid Chernovetsky, became the new “supervisor” of the Kiev property market instead of Vadim Stolar. In the mid-2000s, he was co-chair of the Chernovetsky Bloc faction in the Kiev City Council.
After the fall of Chernovetsky’s “young team” under the weight of criminal cases, Komarnitsky went into the shadows, where he was, generally, until last year. And after Zelensky’s victory he saw an opportunity for him.
At that time, in Bankova, plans were made to remove Klitschko from the mayor of Kiev, and the chair under him was very loose. But Komarnitsky, along with Yermak and Tishchenko, offered Zelensky a different plan: change not the mayor, but the viewer. Also, former supervisor Vadim Stolar’s star has already entered (he became a deputy for the Opposition Platform For Life faction last summer) and Klitschko’s relationship with him was not as close as before.
Therefore, the scheme worked. Klitschko remained mayor (and has every chance of being re-elected for a third term), and Komarnitsky became the new “supervisor”.
Geo Leros confirms this information in the comment of “Strana”. And it describes in detail how the link “Komarnitsky – Tishchenko – Ermak” is organized. In addition, according to Leros, this package includes President Vladimir Zelensky.
“Zelensky initially instructed Yermak to build a corruption network, where Tishchenko plays an important role. That is why Ermak appointed Tishchenko as a substitute for the transportation committee. Unprecedented budget flows were directed to this area. Tishchenko is one of the shadow curators of the “Big Construction”, where with Kisel (Yuri Kisel, Chairman of the Verkhovna Rada Transport and Infrastructure Committee, Ed.) paints road contracts, is personally involved in corruption in ports. Based on my statements, numerous cases are being investigated in this direction, ”says Leros.
According to him, both Tishchenko and Komarnitsky are connected with Leonid Chernovetsky.
“Tishchenko was initially associated with the corruption of the capital, his restaurants were built with the money of the Chernovetsky, this is no secret to anyone in Kiev. Tishchenko’s partner is Komarnitsky, who was appointed “supervisor” of the capital after Zelensky’s victory. Yermak agreed with this decision with Zelensky, so the president does not respond to numerous revelations. Someone has to do the dirty work for him, ”says Geo Leros.
He states that he has heard more than once how deputies in meetings in the President’s Office “received” from Yermak for interfering in the capital’s corruption “schemes”.
Ermak asked not to touch Tishchenko and Komarnitsky. On the computer of the lawyer Komarnitsky, who was detained during a search in his office, there is a list of his signatures and contracts, including those assigned to Tishchenko’s sister. There are four “pounds” in which Komarnitsky’s companies are registered, and Tishchenko presented them as candidates of the “Servant of the People” to the Kiev City Council, “adds Leros.

The popular deputy of the “Servant of the People”, Nikolai Tishchenko, commented to the “Strana” of Leros’ films the following: “Dealing with disclosures is not laundering money on murals. Geo Leros responded to these allegations in a comment to Strana: “Tishchenko called me an incinerator. Perhaps, in your case, it could be a good metaphor. I’ll burn myself to ashes. “
Strana’s source in the President’s Office, in turn, claims that Leros’ compromising evidence was taken with indifference.
“I don’t even know how this can be seriously spread as compromising evidence. Yermak took it nonchalantly. This is really an anecdote. A strange person takes a conversation “about nothing” from two people and for some reason prints the name Ermak there. Rather, this tape and especially his comments on it speaks to Leros’ own obsessive mental state, “the source told” Strana. “

Two comrades looked
The history of the relationship between Komarnitsky and Stolar is very old and confused.
They used to work together.
As is clear from the documents that were on Komarnitsky’s office computer and were seized by the SBU during a search in October 2019, Komarnitsky allegedly funded the implementation of schemes to obtain building permits, and Stolar was responsible for making decisions. through the State Administration of the City of Kiev. Judging by the documents found, Stolar secured the adoption by the Kiev City Council of a detailed plan of the territories, the permission of the Kiev City Council for the construction of a high-rise building and the obtaining of urban conditions and restrictions. And, among other things, she provided “political support to the mayor and city authorities during the implementation of the project.”
However, all this was in the past. After Komarnitsky actually “sat” Stolar in the spectator chair, an open war began between them, resulting, on the one hand, in the SBU’s searches of Stolar’s signatures (information about them just passed the other day), and on the other, in leaks of compromising evidence against Komarnitsky and Tishchenko.
The records released yesterday by Leros, according to experts interviewed by “Strana”, may be part of this war, as they hit Komarnitsky and are beneficial to Vadim Stolar.
“Through Leros, certain people filter compromising evidence in pursuit of their targets. Leros, in return, gets fame and mentions in the media,” said media analyst Boris Tizengauzen.
Political scientist Ruslan Bortnik also talks about the links between Leros and Stolar.
“The searches at Stolar’s house are associated with Geo Leros; they say he supports Stolar and got involved in this game. I see the situation in such a way that Geo Leros has become an arrowhead, a difficult fight behind the scenes.” says Ruslan Bortnik.
There is also a version that Andrei Bogdan, the former head of the OP, who has his own long-standing scores with Yermak, may be involved in the recordings against Komarnitsky (who is also defeating Yermak).
Also, as “Strana” already wrote, Geros is associated with another influential Kiev developer and deputy head of the Kiev city state administration, Vyacheslav Nepop, who also has a conflict with Komarnitsky.
Geros denies his connections to Stolar and Nepop and says the recordings of the conversations were transferred to the SBU.

Who is who in the elections?
The experts interviewed by “Strana” do not exclude that, in the context of the scandal, they will try to “remove” the Kiev “supervisor” from his post. But whether the former “supervisor” Stolar will be able to regain control of the capital will depend, among other things, on the results of the elections to the Kiev City Council and the future configuration of the political forces in it.
Stolar has never owned the Kiev monopoly, it was a joint-stock company. Whether he can regain a majority stake in the management of Kiev depends on the results of local elections. Stolar now supports at least four projects in the Kiev Council elections, if they show a good result and will be able to form a majority with Klitschko’s ‘Coup’, Stolar’s influence will increase, “says Ruslan Bortnik.

While Komarnitsky and Tishchenko influenced the formation of the list of “Servants of the People” in the Kiev City Council.
