Ukraine’s Health Minister Maxim Stepanov criticized the second stage of medical reform, but emphasized that they would not restrict it, but would make changes. Starting May 11, Ukraine will begin a detailed examination of the entire medical infrastructure.
The Ukrainian Ministry of Health begins to correct the situation with insufficient funding from state medical institutions, which was foreseen in the second stage of medical reform. This was announced today during a briefing by the Minister of Health of Ukraine Maxim Stepanov, the correspondent of the publication “GORDON” reports.
He stressed that the process, which started on April 1, is not a reform. And its authors, according to Stepanov, supposedly do not understand the catastrophic consequences of the second stage of medical reform for ordinary Ukrainians.
At this stage, it was planned to close 332 hospitals and the subsequent dismissal of 50,000 health workers.
“We will not allow this injustice,” said the minister.
According to him, if nothing is changed, millions of Ukrainians will be deprived of medical care. Stepanov emphasized that the development of certain diseases could not be contained, for example, tuberculosis.
He noted that the Ministry of Health is not going to cancel the reform, but it intends to improve it.
On May 11, a detailed examination of the entire medical infrastructure will begin, the Ministry of Health will begin the preparation and approval of state standards for the provision of medical care, “which does not exist now.” After that, new rates for medical services will be developed.
“As of June 1, we present these financing principles: all health care institutions that provide specialized and highly specialized care receive funds from the state budget no less than in 2019. The National Health Service of Ukraine remains the main buyer. All funds will go. ” Stepanov said.
Beginning June 1, the following packages will be additionally funded under the State Medical Assurance Program: Primary Health Care, Emergency Health Care, Acute Heart Attack, Acute Stroke, and Four Treatment Packages for Coronavirus Disease COVID-19 . The financing will cover all expenses, added the minister.
The second stage of the reform. started on April 1. In this stage in Ukraine, they began to provide 27 packages of free medical services, and hospitals switched to another financing system; now the National Health Service of Ukraine allocates money to them, with which medical institutions sign contracts. The main principle of the reform is that hospitals should be allocated money according to the amount of services provided.
Stepanov recently criticized the second stage of medical reform in daily briefings, noting that its implementation will lead to a reduction in the number of hospitals.
On May 4, President Vladimir Zelensky also criticized the medical reform.
“The reform has obvious great advantages and disadvantages. In particular, due to the new financing mechanism, some 50,000 doctors can be fired and 332 hospitals closed. Almost 1,000 hospitals will receive much less money than last year. Some hospitals only have enough money for the new mechanism, except for the door lock and the sign “We are closed. Wait ” – said the head of state.
Medreform in Ukraine started in April 2018. In the first stage, the Ukrainians chose a family doctor and signed a statement with him. The second stage of the reform was supposed to start on July 1, 2019, but as a result, its launch was postponed to April 1, 2020.
