Ukraine’s Prime Minister Denis Shmyhal said that on November 11 the government will consider changes to Resolution No. 641, which provides for an improved “weekend quarantine”.
Ukraine’s Cabinet of Ministers will support businessmen while the improved “weekend quarantine” is in place. This was announced on November 10 by Prime Minister Denis Shmygal on his Facebook page.
“We understand that any restrictive measure affects the work of part of the business,” Shmygal said.
According to the Prime Minister, the following entrepreneurship support programs will be restored and expanded in Ukraine:
- compensation from workers’ wages due to production downtime, a partial unemployment program, thanks to which more than 450,000 jobs were saved in the spring and summer;
- child payments for families of entrepreneurs operating this spring;
- Together with the Chamber of Commerce and Industry, they are developing a mechanism to implement force majeure circumstances in relation to the “weekend quarantine”.
On November 11, at the initiative of the Ministry of Health of Ukraine, amendments to Resolution No. 641, which provides for an improved “weekend quarantine”, will be considered and Minister Maxim Stepanov will present a full list of restrictions at a meeting of the government, Shmygal said.
After consulting with businessmen and experts, the Cabinet of Ministers chose a model of quarantine measures that would guarantee the functioning of the economy and avoid overloading the medical system, he added.
“France, Germany, Italy, Poland, the Czech Republic and many other European countries, one after another, announce the introduction of a blockade. They all understand that they must act, and quarantine measures are the most effective tool to break the chain of diseases and save lives, “he concluded. Prime Minister.
Stepanov said: “weekend quarantine” states that from 00:00 hours on Saturday to 00:00 hours on Monday, only grocery stores, pharmacies, transportation, gas stations and veterinary pharmacies will operate in the country. Restaurants, cafes or other catering establishments will operate only to go, he emphasized. If the “weekend quarantine” is introduced, it will “stop the wave of coronavirus disease,” the minister said.
The quarantine in connection with the outbreak of coronavirus infection in Ukraine was introduced on March 12. On May 11 restrictions in the country were relaxed. On May 20, the Cabinet of Ministers introduced the so-called adaptive quarantine: regional authorities were given the right to independently weaken restrictive measures, subject to meeting a number of criteria. On October 13, the adaptive quarantine was extended until the end of 2020.
Since July, depending on the epidemic situation in the regions or in the individual administrative-territorial units, a “green”, “yellow”, “orange” or “red” level of the epidemic danger of spread of COVID-19 has been established ( each level has its own quarantine restrictions).
On November 9, a new quarantine zoning came into effect, according to which there is not a single “yellow” or “green” zone in Ukraine, 13 regional centers were in “red”.
As of November 10, 479,197 cases of coronavirus infection were registered in Ukraine, of which 10,179 were in the last 24 hours. 8,756 COVID-19 patients died, 214,657 people recovered.
