Shmygal says that as a result of decentralization, local authorities have been strengthened and local communities “received land, money and powers, and with them responsibility.”
Ukraine’s head of government, Denis Shmyhal, believes that the reform of the decentralization of power has proven to be one of the most effective, as “it has become easier for citizens to reach out to the authorities.” He said this on Wednesday, November 11, on the air of the television channel Ukraine 24.
“Today everything is in the localities. Two million hectares of agricultural land have been transferred, 509 billion is the size of local budgets in 2021. All power and responsibility have been transferred to the presidents of communities and elected councils” said the prime minister.
Communities have become “a powerful tool with little distance to power,” he said.
“Anyone can go to the leader of their choice, and he must answer the question, because he has the money and the authority to manage the processes,” Shmygal said.
According to the prime minister, this reform is a breakthrough for Ukraine.
“Mayors will become responsible business executives and stop getting involved in politics, as they need to manage the economy. This is the most important indicator by which society will evaluate the effectiveness of a local manager, not a politician,” he added Shmygal.
Earlier, Prime Minister Denis Shmygal explained the need to introduce weekend quarantine in Ukraine from November 14.
