This was reported by the Russian RBC propaganda, citing sources close to the negotiation process of the Trilateral Contact Group.

Moscow accuses Ukraine of allegedly failing to fulfill its obligations under the Minsk agreements. They say that without them “exchange is impossible.”

At the same time, the propagandists failed to figure out how many people the invaders would want to exchange.

“It is not always possible to carry out a legal reorganization quickly and efficiently. For example, someone needs a decision from a district court, but there are no judges there, and he is not going to do it,” an interlocutor told the Russians close to the president’s office.

On November 19, the head of the Ukrainian delegation to the TCG Leonid Kravchuk said in an interview with hromadske that Kiev had submitted 11 people for an exchange. However, they did not see a step against ORDLO.
