Announcing amnesty to participants in an armed conflict motivated by separatism is standard international practice, according to the minister.
The amnesty for participants in the Donbass armed conflict will not be universal. This was announced on Monday, September 21, by the Minister for the Reintegration of Uncontrolled Territories, Alexei Reznikov, on the air of Ukraine 24 television channel.
“But of course, it does not apply to war criminals, marauders, psychopaths and the like. Those who have committed war crimes, genocide against humanity, it is better that they really flee, because they will be punished not only according to the laws Ukrainian, but also with all international conventions. ” , – he said.
At the same time, it noted that the announcement of amnesty to participants in an armed conflict on the basis of separatism is standard international practice.
“For this reason, do not be afraid of the word amnesty, around which there is a lot of rhetoric and concerns. The amnesty must be, the amnesty is constantly applied, we study 260 conflicts on planet Earth that have occurred. And every time the official government then applies the amnesty ”, he concluded.
Earlier, Reznikov said that the Ukrainian government is preparing a package of bills on the transitional period in Donbass, in which one of the components will be the laws on transitional justice.
