Local elections 2020: essentials
On October 25, a vote was held for candidates for deputies to the councils of all levels of local government, as well as candidates for city mayors and heads of settlements.
In Ukraine, local elections are held on the last Sunday in October of the fifth year of the powers of the current government.
In relation to the change in the administrative-territorial structure, this year, together with the next elections, the first elections of deputies to the councils of the newly formed districts were scheduled (there was an expansion from 490 districts to 136).
No elections were held in the temporarily uncontrolled territories of the Donetsk and Lugansk regions in Crimea. At the same time, internally displaced persons and other citizens of Ukraine were able to vote at their place of stay after submitting an application to the authorities of the State Register.
Due to the COVID-19 epidemic and quarantine in Ukraine, improved security measures were introduced in polling stations, with mandatory observance of the “mask” regime and social distance. Organized voting for self-isolation and sick leave.
New voting rules
This year’s electoral campaign had a series of peculiarities in relation to the entry into force of the legislative changes. The Verkhovna Rada approved the new provisions of the Electoral Code on July 16, 2020.
- The majority voting system with the possibility of self-nomination of candidates continued to operate only in territorial communities with a population of up to 10,000. The number of electoral districts decreased due to its enlargement. From a district, 2 to 4 people can now be elected to the local council.
- A proportional voting system has been implemented with open party lists, without the possibility of self-nomination of candidates, in settlements of 10,000 inhabitants.
- For the first time in the 2020 local elections, a gender quota was introduced: at least 40% of representatives of the same sex.
Following the introduction of the proportional system, the CEC approved the new ballot papers. In addition to the list of parties running for the local council, the form also contains the names of 5 to 12 district candidates from each political force.
For each territorial district, the party’s candidate list is different. The political force forms a single party list. Its leader is indicated on the left side of the bulletin next to the name of the political force. Starting from the second number of the general list, the party distributes candidates according to the district lists.
If the political force exceeds the 5% barrier, those candidates from the constituency lists that obtain the highest number of votes in their constituencies, thus moving up the single list, have a greater chance of obtaining a deputy mandate.
Election Results Forecast
According to the results of the pre-election sociological research, in the big cities, on the eve of the vote, the parties, whose leaders preside over the municipalities, had the greatest support.

How were the local elections of 2015?
The last local council elections in Ukraine took place in 2015, also on October 25.
Total voter turnout on Election Day was 46.61%. The most active were the residents of the Ternopil, Lviv and Volyn regions, where more than 50% of citizens attended the elections.
The vote did not take place in the occupied territories of the Donetsk and Lugansk regions, as well as in the Crimea.
Elections were interrupted in two cities in the Donetsk region. In Mariupol and Krasnoarmeysk, the ballots were invalidated, therefore, in these settlements, re-election took place on November 29.
The CCA allowed 132 parties to participate in the local elections in 2015. According to the summarized results, the highest support in the country was received by AFF “Solidaridad” (19.52% of the votes). The largest number of votes for Petro Poroshenko’s party was given by residents of the Vinnitsa region.
The second place in Ukraine as a whole was occupied by “Batkivshchyna” with a score of 12.23%, the third was the “Opposition bloc” (10.54%). The UKROP party became the leader in Volyn, and the political force also ranked fourth in terms of support at the national level (7.43%). “Svoboda” won in the Ternopil region and took fifth place in the consolidated ranking with 6.88% of the votes.
According to the results of the elections in the regions, the top 10 parties included Oleg Lyashko’s Radical Party, Samopomich, Vidrodzhennya, Our Land and the Agrarian Party of Ukraine.
