Verkhovna Rada spokesman Dmitry Razumkov believes that it is wrong to compare the Ukraine poll with a referendum, because in this case it would be possible to draw parallels between the referendum and the exit poll or any other public opinion poll.
A popular vote on local election day on October 25 cannot be a rehearsal for a referendum. This was stated in a briefing by Verkhovna Rada spokesman Dmitry Razumkov, notes RBC-Ukraine.
“If we are talking about a rehearsal, I think that, with due respect to colleagues, this cannot be a rehearsal. Because a referendum is an event clearly defined by law. Today, we have a democracy law, which in the future it will determine how referendums will be carried out, “emphasized Razumkov.
He also pointed out that it is incorrect to compare the poll with a referendum, since in this case it would be possible to draw a parallel between the referendum and the exit poll or any other public opinion poll.
On October 13, Ukraine’s President Volodymyr Zelenskyy said that on local election day, Ukrainians will be asked to answer “five important questions.” He did not specify what citizens would be asked about and how the survey would be conducted.

The president’s office stressed that the results of the survey will have no legal consequences.
According to ZN.UA, the vote will take place in the format of an exit vote: tents will be set up near the polling stations, where volunteers will distribute questionnaires to people who attend the polls. Publication sources in the OPU said the organizers want to print 5 million questionnaires.
Razumkov said there is no additional money in the state budget to conduct a survey across Ukraine.
