The quarantine in Ukraine will be strengthened after the New Year holidays. The government will introduce stricter restrictions for 16 days from January 8. In particular, cultural events will be prohibited, the educational process will be suspended, shopping and entertainment centers and catering establishments will be closed. Hard quarantine instead of lockdown: date
Yesterday at a meeting of the Cabinet of Ministers it was decided to strengthen the quarantine. The new restrictions go into effect on January 8 and will operate throughout Ukraine for two and a half weeks – until January 24, 2021 inclusive.
Prime Minister Denis Shmygal called the introduction of stricter quarantine measures “a winter break for the sake of security.” According to the head of the Cabinet of Ministers, the strengthening of the quarantine is necessary to break the chain of incidence of the coronavirus and prevent the deployment of a powerful wave of contagion after the winter holidays.
The government also supported the proposal of the Ministry of Health to extend the general quarantine period and the emergency regime in the country until February 28, 2021.
List of restrictions
The list of measures against the epidemic was approved by the government in agreement with local authorities, commercial representatives and epidemiologists.
During a harsh quarantine from 00:00 on January 8 to 00:00 on January 25 is prohibited:
- The work of educational institutions, except for kindergartens.
- Serve visitors in restaurants, bars, cafes, except for take-out and home delivery orders.
- Exploitation of non-food markets and businesses.
- Activities of objects in the field of consumer services.
- The operation of shopping and entertainment centers, except for the shopping center stores with essential goods.
- Work of entertainment establishments (discos, nightclubs, corporate events).
- Activities of fitness centers, gyms, swimming pools.
- Conducting mass events, incl. entertainment, advertising, social, except official sports without spectators.
- The work of cultural institutions (cinemas, theaters, etc.) and the holding of cultural events.
- Accommodation activities other than hotels.
What will work:
- Urban public transport with restrictions for the “orange” zone (the number of passengers – according to the number of seats).
- Interurban and international automotive, air, rail communication.
- Supermarkets, pharmacies.
- Points of sale of medical products, hygiene products, household chemicals, articles for animals.
- Reception of visitors in hairdressers and beauty salons only by appointment, without waiting indoors.
- Service stations, service stations.
- Hotels (the food areas will only work from 6:00 to 11:00).
- Banks.
- Mail offices.
Vacation restrictions
At the government meeting, the head of the Ministry of Health Maxim Stepanov made various proposals on the work of catering establishments and the organization of entertainment events during the holiday period, which were supported by the Cabinet.

Strengthening the quarantine has been debated for several weeks.
Over the course of a month, the government considered various options to improve the quarantine and the timing of its introduction. In particular, the scenario of a total lockdown for the New Year holidays with a period of validity from December 23 to January 15 was discussed.
After a meeting of the president, representatives of the Cabinet of Ministers and the NSDC in late November, the president of the NSDC, Alexander Danilov, said that in any case a blockade would be introduced in Ukraine. He also noted that two options for dates are being discussed: in December or from January 2.
Subsequently, the media reported on the introduction of additional restrictions in the period from January 2 to 23. At the same time, RBC-Ukraine sources in the government noted that the option of an enhanced quarantine, and not a lockdown, is being considered.
In his video message, Volodymyr Zelenskyy said that he did not recommend the government to introduce a blockade in December, but confirmed the possibility of increasing the restrictions in January immediately after the New Year.
The head of the Ministry of Health, Maxim Stepanov, called the maximum load on the medical system as the main reason for the increase in restrictions. In addition, the Ministry of Health explained the need for a strict quarantine. Then, additional restrictions will help balance the situation with the incidence until February, since in addition to the coronavirus epidemic in winter, there are seasonal exacerbations of influenza.
How the weekend quarantine worked
From November 14 to 30, a partial weekend closure was introduced in Ukraine. The strict quarantine was in effect for three weeks from 00:00 hours on Saturday to 00:00 hours on Monday.
During this period, the work of entertainment establishments, shopping and entertainment centers, cinemas, theaters, museums and cultural institutions was prohibited. Cafes, restaurants and bars could only operate in directed delivery and take out mode. Mass events were not allowed. The operation of beauty salons, gyms, swimming pools and gyms was also prohibited.
On December 2, the Cabinet of Ministers announced that they would not extend the weekend quarantine. The head of government Denis Shmygal pointed out that the restrictions imposed had a positive effect. At the end of the weekend quarantine, incidence rates were 6,000 lower than expected.
Spring lock
On March 12, a nationwide quarantine began to operate in Ukraine. Already on March 24, a state of emergency was declared in the country and anti-epidemic measures were significantly strengthened.
During the spring closure, schools, kindergartens and other educational institutions were closed. All public events, walks in parks, squares and playgrounds were prohibited. Mask mode was introduced in public places. Groups of more than 2 people were prohibited from circulating on the street.
Catering establishments, entertainment establishments, shopping and entertainment centers, markets, gyms, beauty salons did not work.
During the quarantine, international rail, plane and bus services were closed. Trains and buses in interurban and interregional directions were canceled, the work of the metro stopped. The city’s public transport works on a pass system.
The easing of restrictions began two months later. On May 22, an adaptive quarantine was introduced, in the summer zoning with restrictions began to operate depending on the epidemiological situation in each specific region. Due to the increase in incidence since November 11, the government has returned to the concept of quarantine at the national level.
We will recall, Infrastructure Minister Vladislav Krykliy assured that transport work will not stop during the strict quarantine in January 2021. This applies to all types of communication.
In addition, the new quarantine decree also provides for the extension of the operating hours of catering establishments. The cafes, restaurants and bars will be open until 23:00, but settlement operations will be limited to 22:00.
