The first stage of the weakening of the quarantine in Ukraine begins on Monday, May 11. The decision to soften local authorities is made independently, based on the recommendations of the Cabinet of Ministers. What will open from May 11

According to the resolution of the Cabinet of Ministers, on May 11 the quarantine will be weakened in the following areas:

  • allow the wholesale trade of non-food products, including the opening of stores in the mall (with the exception of entertainment and children’s areas, food courts and cinemas in the mall);
  • You will be allowed to work for lawyers, notaries, auditors, as well as psychotherapists;
  • Planned operations will be allowed (they were allowed to do another May 5), as well as opportunities for the provision of palliative care in hospitals;
  • Ukrainians will be allowed to walk in squares and recreation areas, parks, including forest parks and coastal areas;
  • sports fields and street children (not in the mall) will be open to visitors;
  • beauty salons, hairdressing salons, manicure and pedicure salons will be opened;
  • Open summer areas of outdoor cafes and restaurants,
  • allow take-away sales in catering establishments (only those establishments that are registered in the State Registry of Capacities of Food Market Operators);
  • historical and cultural reserves and museums resume their work, however, the characteristics of their opening and work will be regulated by the owners;
  • the media, press outlets, printers and other companies in the media industry may return to the normal mode of operation;
  • allow the work of clinics and dental rooms;
  • domestic services resume their work;
  • Filming of movies and videos, rehearsals in theaters, circuses, concert organizations, art groups (up to 50 people and without spectators) will be allowed.

The government said the institutions should have been prepared to work before May 11, including meeting all the requirements.

Quarantine mitigation requirements

In addition, the Ministry of Health presented a series of requirements for the work of summer coffees. According to the order of the city authorities, the work of the summer and seasonal cafes and restaurants can be resumed subject to anti-epidemic measures. Among other things, a distance of 1.5 meters must be observed; establishments must have means to disinfect hands at the entrance; Orders must be placed and issued remotely.

A number of requirements have also been presented by hairdressers, beauty salons, and beauty salons. There must also be antiseptics at the entrance, the institution must not have more than one client for every 10 square meters. meters, and registration must be done with an interval of at least 15 minutes.

At the same time, small business owners must regularly disinfect their premises.

The situation in Kiev

So, tomorrow in the country, parks, beauty salons, summer areas of cafes and restaurants, non-food stores, which are located in separate rooms, should make money. But at the same time, the quarantine release will be gradual and will vary by city.

In the capital, for example, 19 agri-food markets, which are allowed to work after the quarantine has weakened, have been resuming work since Sunday. According to the State Food and Beverage Service, these markets have met the anti-epidemic requirements.

The situation in Lviv

The Lviv authorities have not yet decided whether they will open hairdressers, gyms and beauty salons. The decision on the weakening of the quarantine in the city will be made on May 12.

At the same time, in Lviv, since May 11, they were allowed to visit parks, squares and sports fields (for individual sports). Trade in an industrial group of goods (except clothing and shoes) will also resume.

“All stores with household goods and other products will work. So we will offload the influx of shoppers from the big malls. Also, the summer terraces of cafes and restaurants will work. We must understand that all these things are possible only with the strict adherence to protocols, “said Lviv Mayor Andrei Sadovy.

City authorities have not yet decided to weaken the quarantine to its full capabilities due to the increase in COVID-19 cases in recent days. Then, on May 8, 65 new cases of coronavirus were confirmed, which is why authorities assembled a rapid response headquarters. It should be noted that in Lviv there are fewer coronavirus infections than in Kiev, which ranks second in the distribution of COVID-19 in Ukraine after the Chernivtsi region.

The situation in other areas.

The most resonant was the case of the weakening of the quarantine in Cherkasy, where the authorities decided to begin to relax the restrictions on May 1. At this time, the Health Ministry said the peak of the coronavirus in Ukraine is expected in early May. Despite this, in the Dnieper, Zhytomyr and Mukachevo, the authorities also wanted to prematurely ease the quarantine restrictions.

Later, Health Minister Maxim Stepanov said the weakening of the quarantine in Cherkasy could have disastrous consequences and threatened to evaluate such actions by law enforcement agencies.

The same day, the Interior Ministry reacted to this, the police opened a criminal case and the head of the department, Arsen Avakov, threatened “difficult reactions.” After that, the President of Ukraine Vladimir Zelensky transmitted “ardent greetings” to the mayor of Cherkassy due to the weakening of the quarantine.

As a result, the Cherkasy District Administrative Court reversed the decision of the Cherkasy Municipal Council Executive Committee to weaken the quarantine in the city.

In addition, the World Health Organization (WHO) has updated the strategic plan to combat the pandemic by 2020. WHO has increased the budget to $ 1.7 billion.
