Russian President Vladimir Putin has submitted to the State Duma a bill that will allow him to be a member of the Federation Council for life in the event of his expiration or resignation.
On October 31, Russian President Vladimir Putin submitted a bill to the State Duma that would allow him to receive a life quota in the Federation Council. The text of the bill was published on the website of the State Duma.
According to the document, the president will be a member of the Federation Council for life if his term expires and if he resigns. At the same time, the former president can resign as senator, Mediazona notes.
The publication writes that the former president of the Russian Federation, upon becoming a senator, will retain all social and other guarantees of the head of state.
The State Duma and the Federation Council intend to adopt the bill presented by the end of 2020, the TASS agency reported on October 31 on Telegram with reference to the head of the Federation Council committee on constitutional legislation and state construction, Andrey Klishas.
The Federation Council is the upper house of the parliament of the Russian Federation. The total number of its members is 187, of which 170 are constituent entities of Russia (two representatives from each of the 85 constituent entities), 17 are senators appointed by the president. After the introduction of amendments to the Constitution of the Russian Federation, the presidential quota was increased to 30 people. The president of the Russian Federation who has terminated his powers after the expiration of the term or prematurely in case of resignation has the right to become a senator for life.
