The President’s Office voiced the five questions that will be included in the Ukraine survey on October 25, initiated by Volodymyr Zelensky.
Volodymyr Zelenskiy briefly kept intrigued about the five questions he decided to ask Ukrainians in the local elections on October 25. The president has so far recorded only two videos, but the media has already leaked information about the five questions.

The questions will sound like this:
1. Do you support the idea of life imprisonment for corruption on an especially large scale?
2. Do you support the creation of a free economic zone on the territory of the Donetsk and Luhansk regions?
3. Do you support reducing the number of popular deputies to 300?
4. Do you support the legalization of cannabis for medical purposes, to reduce pain in critically ill patients?
5. Do you support Ukraine’s right to use the security guarantees defined by the Budapest Memorandum to restore its state sovereignty and territorial integrity?
According to the adviser to the head of the President’s Office, Mikhail Podolyak, discussions on the fifth issue are still ongoing.
It is also the most controversial. After all, no one disputes Ukraine’s right to trust the Budapest Memorandum. And most importantly, does the population know what the Budapest Memorandum is?
So what about corruption?
According to the Foundation for Democratic Initiatives, four out of five Ukrainians believe that corruption has an extraordinary impact on the life of the country: 50% say it has a very strong impact, another 31% simply has a strong impact. 40% of those surveyed consider that corruption is the biggest problem in the country, another 41.5%, a serious problem, although there are more important issues.
From this point of view, the president hit the nail on the head: corruption is effectively discussed by everyone and quite frequently. And in this case, as the survey analysis shows, the appeal of Volodymyr Zelenskyy will resonate even with the majority of supporters of his political rivals, who see corruption as a problem and a threat.
But then another question arises: Will life imprisonment help corrupt officials defeat corruption, if so far none of the top officials have been imprisoned in principle, at least for a short period?
“Corruption crimes are certainly dangerous. However, they are not on par with the public danger of interference in human life, war crimes and crimes against international peace and security, the responsibility of which is established in the form of life imprisonment. Therefore, the idea of such punishment contradicts the foundations of criminal law, which aims to ensure the proportionality of punishment with the harm caused by the crime, ”said former Deputy Prime Minister of Ukraine Oleg Rybachuk.
Electoral weapons
Political analyst Volodymyr Fesenko believes that Zelensky’s poll aims to mobilize young supporters of the president and the Servant of the People party.
But will it be possible to do this without voting in the polling stations? I’m not sure. In addition, it is not yet clear who this survey motivates the most: the young or the retired. But where there is already an undoubted effect – it is the rescheduling of the final stage of the electoral campaign. And today, and all the next days, the main topic of discussion will be the Zelensky poll. The correct and non-standard move is an intrigue with questions. For each of the next five days, Zelensky’s top day news is guaranteed. And then there will be a debate on these issues. Thus, the news and debate agenda is set immediately before voting day. Consequently, the logic and content of the final stage of the electoral campaign is broken for all other electoral participants. Advertising already paid largely loses its meaning and relevance. Therefore, all the political opponents of Zelensky are so critical ”, explains Fesenko on the march of the team of the president.
What will happen after the survey?
Former MP Mustafa Nayem believes the designs after the poll are much more interesting than how this idea came about.
“Based on the results of the survey, the Office will obviously present the relevant bills to the Verkhovna Rada. “Why was this survey most needed?” – Voters will ask and they will be right. And then there are two scenarios. If the Office manages to organize the appropriate support for its initiatives, then the game was worth it: the president is well done and the people are happy. If the bills proposed by the Office fail, it will be a direct blow to the image and influence of the head of state. The refusal of the deputies to vote for the will of the people becomes an excellent reason to dissolve the Verkhovna Rada itself. I think something like this scenario is developing. It is not a fact that the next snap elections will be more successful for the ruling party, but this is a good attempt to save the ratings of the head of state and possibly the start of preparations for the next presidential elections, ”predicts Nayem.
