“I propose such a philosophy of movement towards peace in Donbas based on the implementation of the Minsk accords.

  • First, the resumption of work on a “road map” for the implementation of Minsk, which would provide a clear sequence of steps based on verification by the OSCE and compliance with the “security first” principle.

  • Third, the deployment of UN “blue helmets” for the maintenance of peace in CADLO’s territory under the mandate of the UN Security Council, which would contribute to the fulfillment of security obligations and the creation of suitable conditions for holding local elections.

The fifth president also noted that for a meeting with Putin, Zelenskiy agreed to concessions that “nullify” the “security first” principle. “And now Ukrainian diplomats have to make a lot of effort to get back to him,” Poroshenko said.
