People’s Deputy Andrey Kostin said that the law on CADLO’s special status has not yet been modified

It is not planned to change the law on the special status of certain areas of the Donetsk and Lugansk regions (ORDLO).

This was stated by the people’s deputy of the “Servant of the People”, the representative of Ukraine in the political subgroup of the Trilateral Contact Group, the chairman of the parliamentary committee on legal policy. Andrey kostin in an interview with RBC-Ukraine. In your opinion, a condition for this can only be progress in the negotiation process between the parties in conflict.

“No significant change can be made to this law until we consider it impossible and until progress is made in the negotiation process of the TCG,” he said.

The politician pointed out that the so-called Steinmeier formula, which was discussed at the Normandy summit in Paris, cannot be included in the law on CADLO’s special status without making other technical changes.

Kostin called the ceasefire in Donbas “a great achievement”. However, the issue of the exchange of prisoners, demining and admission of the International Committee of the Red Cross to the people detained in ORDLO has yet to be resolved, he said.

This requires “a movement by the Russian delegation in the decision,” he said, “then we can talk about some changes in the law on a special procedure for local self-government.”

The implementation of the “Steinmeier plan” provides for the withdrawal of forces and weapons in the conflict zone, as well as the holding of elections in ORDLO.

The Normandy Four Summit, with the participation of the leaders of Ukraine, Russia, France and Germany, was last held in Paris on December 9, 2019. As a result of the meeting, a statement on the conflict was adopted military in Donbas. The parties agreed on a number of important issues:

  • Until December 31, Ukraine and Russia were to carry out an “all for all” prisoner swap.

  • A complete ceasefire in Donbass by the end of the year, this would be overseen by the OSCE.

  • Update of the mine clearance plan.

  • Disconnection of forces and equipment in 3 more places in the conflict zone.

  • Local elections in Donbass are only possible under Ukrainian law, without militants or foreign troops.

  • Ukraine is against federalization. Against the influence of other states in the vector of development of Ukraine. It does not admit the possibility of solving the conflict by handing over territories.

  • The law on the special status of Donbass should be expanded.

  • The Steinmeier formula should be implemented in Ukrainian legislation.

Earlier, OBOZREVATEL announced that at the meeting of the “Four of Normandy” in Paris, the President of Ukraine Vladimir Zelensky delivered a tough ultimatum to Russia’s chief Vladimir Putin. He threatened to withdraw from the negotiations if there was no progress.
