Minimum wages and pensions will increase, subsidy costs will decrease

The Verkhovna Rada adopted the law on the state budget for 2021. The state budget revenue amounts to 1,092,083.3 million hryvnia, 6.9% (70,031.4 million hryvnia) more than in 2020.

Rada adopted the 2021 budget. Basic indicators

The text of the bill for the second reading (bill number 4000) was published on the Verkhovna Rada website. When voting in the Rada, the main indicators did not change.

State budget expenditures for 2021 amount to 1,328,201.6 million hryvnias, which is 4.5% (57.524.5 million hryvnias more than in 2020).

Living wage

The document establishes in 2021 the minimum subsistence per person per month in the amount from January 1 – UAH 2189, from July 1 – UAH 2294, from December 1 – UAH 2393.

For people who have lost the ability to work (minimum pension): from January 1 to 1769 hryvnia, from July 1 to 1854 hryvnia, from December 1 to 1934 hryvnia.

The law establishes the minimum wage in 2021:

  • monthly: from January 1 – 6,000 UAH, from December 1 – 6,500 UAH;
  • at an hourly rate: from January 1 – UAH 36.11, from December 1 – UAH 39.12.

As of September 1, 2020, the minimum wage is 5000 UAH.

Grants

Expenditures for the payment of housing benefits and subsidies to citizens for the payment of housing and communal services, the purchase of solid and liquid fuel for stoves and liquid gas in cash are expected for an amount of UAH 36,607.7 million. This is 1.5% less than in 2020 (37,169.9 million UAH).

Expenditures of the president, government, parliament, and security officials

Expenditures from the general fund of the state budget for servicing the activities of the President and the Office of the President in 2021 will amount to 1,266.8 million hryvnia. This is 39.4% more than in 2020.

Hryvnia 1,106.5 million will be allocated from the general fund to the Secretary of the Cabinet of Ministers. This is 15.4% more than in the current year (959,075.0 thousand hryvnia).

The costs of the Administration Verkhovna Rada in 2021 will amount to 2,529.7 million UAH. This is 24.1% more than this year.

11,531.6 million hryvnias were allocated for the Attorney General’s Office in 2021. This is 52.6% more than this year.

The expenses of the State Investigation Bureau amount to UAH 2,484.1 million. This is 75.4% more than this year.

The Security Service provided the amount of UAH 14,746.3 million. This is 23.2% more than this year.

The expenses of the National Anti-Corruption Office will amount to 1,065.8 million UAH. This is 15.3% more than this year.

The Interior Ministry allocated 85.815 million UAH. This is 4.6% more than this year.

The expenses of the State Protection Department will amount to 1,651.2 UAH. This is 15.3% more than this year.

Privatization

The Cabinet of Ministers plans to receive UAH 12 billion from the privatization of state property in 2021.

Gambling business income

The payment of licenses for conducting activities in the field of organizing and conducting games of chance and licenses for issuing and conducting lotteries amounts to UAH 7,443.4 million. This is 68.7% more than in 2020 (4,411.3 million UAH).

State debt

The document defines the maximum amount of public debt in the amount of 2,544,899.9 million UAH as of December 31, 2021 and the maximum volume of state-guaranteed debt in the amount of 350,489.7 million UAH.

State budget deficit

According to the document, the maximum volume of the state budget deficit in Ukraine is determined in the amount of UAH 246,635.5 million, which will amount to 5.5% of GDP.

As previously reported by RBC-Ukraine, the Cabinet of Ministers approved the draft revised state budget for next year on 26 November.

Recall that the Cabinet of Ministers postponed raising the minimum wage to 6,500 UAH from July 1 to December 1, 2021.
