A decrease in the number of people’s deputies can have a positive effect on the quality of representation of the interests of voters in the Ukrainian parliament, according to the Office of the President.

The initiative to reduce the number of people’s deputies to 300 in the Office of the President is associated with the reform of decentralization in Ukraine. This was reported by the press service of the Presidency.

Today, the head of state, Volodymyr Zelenskyy, voiced the last three questions of the poll he initiated, among which was the following: “Should the Verkhovna Rada of Ukraine be reduced to 300 people’s deputies?”

“The traditional management systems of yesterday are far from always being able to adequately respond to new challenges and crises. Therefore, in August 2019, President Volodymyr Zelenskyy, in compliance with his electoral program, initiated a bill reform of the Constitution, which, in particular, aims to reduce the number of people’s deputies to 300. This bill was previously approved by the Verkhovna Rada and analyzed by the Constitutional Court, which concluded that the initiative of the head of State complies with the requirements of the Basic Law, “said the OP.

The Office of the President emphasized that the parliamentary faction “Servants of the People” will not be able to obtain 300 votes to make the appropriate amendments to the Constitution.

“That is why the president invited the people to express their opinion and finally convince politicians that they should not hold on to any more terms in the Verkhovna Rada. The number is definitely not equal to the quality,” the message says.

The PO emphasized that a decentralization reform has been carried out in Ukraine, therefore, the country’s regions “received great powers and significantly greater financial opportunities for its implementation.”

Consequently, after the balance between central and local authorities was changed, the need arose for a greater concentration of professionalism at the level of the national parliament. The usual number of people’s deputies of Ukraine for us is too large and creates a temptation for numerous actors with a voluminous lobbying resource to award places on their party lists as a reward We believe that the term of a deputy cannot be a reward . A decrease in the number of popular deputies can have a positive effect on the quality of representation of the interests of voters, ”said the OP.

The Office of the President believes that with a decrease in the number of seats in parliament, competition for a deputy mandate will increase, which in turn will increase the level of professionalism in the Verkhovna Rada.

“300 popular deputies is an absolutely justified number of deputies, taking into account the new administrative-territorial structure of the country,” concluded the OP.

On October 13, Zelenskiy said that on local election day, Ukrainians will be asked to answer “five important questions.” He did not specify what citizens would be asked about and how the survey would be conducted; the questions were asked gradually.

Zelensky asked the first two questions on October 14-15.

The Central Electoral Commission reported that they are not preparing the survey. The president’s office stressed that the results of the survey will have no legal consequences.

The people’s deputy of the “Servant of the People”, Yevhenia Kravchuk, said that in the near future in Ukraine they will officially represent a public organization that will deal with a survey in Ukraine together with sociologists. He stressed that the survey will be funded by sponsors at the expense of funds of “Ukrainian origin.”
