Kievteploenergo noted that abnormal bills affected only residents of new buildings, where some of the apartments are equipped with individual metering devices and others are not.
Apartment owners with individual meters pay for the heat consumed according to the meter readings and, in addition, the calculated volume for heating in common areas (MOP).
Those tenants who do not have individual meters pay by a different method. Provides an accumulation based on the difference between the readings of a common appliance, the cost of heating the MOS, and the total readings of all individual meters in proportion to the heated area of the apartment. And that is why from time to time there are payments for “anomalies”.
So, for example, in the house number 31 on Akhmatova Street, the level of equipment with individual meters is almost 90%. Therefore, the difference between the general meter readings of the house and the total readings of all the individual ones is calculated for apartments without meters. Thus, one of the apartments without a metro, with a heated area of 98.6 square meters, received a payment order for 12 thousand UAH, and in Dragomanova, 31B, an apartment with a heated area of 102 square meters, almost 11 thousand UAH. Actually, in this case, the whole house suffers, because this apartment is a systemic debtor.
Until this conflict is resolved by law, the most reliable way to avoid a similar situation for residents of houses where neighbors have individual meters is to install an individual meter as well.
In addition, Kievteploenergo noted that increased bills can be generated if the client did not systematically transmit their meter readings.
If you do not transmit the readings of the apartment heating meters, the bills will show data on the average consumption for the first two months and from the third month, according to the data of the house meter. In the verification or control reading stage, it may turn out that the volumes of heat actually consumed by the apartment are much higher than those charged during the entire period of non-provision of readings.
In one of the houses on Kudryashova Street, the owner of an apartment with a heated area of 140 square meters has not transmitted the readings of an individual heat meter for more than a year. Therefore, the payment was charged according to the general meter readings of the house. As a result, the payment for heating in December amounted to 17 thousand UAH (taking into account the volumes actually recorded by the meter over the last year).
