Today, the Kiev District Administrative Court canceled the new spelling in Ukrainian. He was received by the cabinet again at the cadence of Prime Minister Volodymyr Groisman.
This was one of the most controversial rules that Zelensky inherited from Poroshenko.
The new rules force the use of words that are not in the classical Ukrainian language, such as “ether”, “anathema”, “memberkynya”, “chemієterapia”, “piv Kiev”, “mythology”, “Ateni” (instead of Athena ), “pavza” (instead of “pause”) and so on.
Critics believed that these words appeared relatively recently and were introduced into the language artificially, “from above”, so that it differs as much as possible from Russian. And almost immediately after the new spelling went into effect, they tried to challenge it in court.

“You can distort your tongue for another 30 days”
In June 2019, a Kherson resident, the mother of a seventh-grade student, filed a lawsuit and requested to declare the Cabinet of Ministers Decree No. 437 “Questions of Ukrainian Spelling” illegal and invalid.
According to the plaintiff, the Cabinet of Ministers, by adopting changes to the Ukrainian spelling rules, acted outside of its powers and did not take into account the actual state of development of the Ukrainian language, which would complicate its study and competent use.
After a year and a half, the hearings ended. On Thursday, January 28, the Kiev District Administrative Court decided to cancel the decree of the Cabinet of Ministers on the new spelling.
As explained by the lawyer for “Strana”, Rostislav Kravets, who supported the claim, the decision was canceled regardless of the spelling, but because the Cabinet, in principle, had no right to change the language rules.
“I filed a lawsuit due to a violation of the procedure to adopt a new spelling. The Ministry of Justice agreed that the Cabinet of Ministers had no right to make this decision. There was no preliminary discussion with the public, the draft published in the newspaper, and I didn’t go through all the procedures. The distortion of the Ukrainian language is unacceptable and has a negative effect on the development of the language, “Kravets explained to Strana.
According to him, the court decision will take effect in 30 days if the Cabinet does not appeal. “You can still distort the Ukrainian language for 30 days,” added the lawyer.
As Dmitry Ilchenko specified on Facebook, the court also took into account that officials were adding rules to the already approved draft spelling. After that, logically, it was necessary to bring them up for discussion again, which no one did.
Furthermore, upon examination, it turned out that the ‘language commission’ had significant disputes and did not develop the spelling in the version in which it was approved by the government. I mean, changes were made to our kneeling spelling, ”he added. Ilchenko writes.
Note that the Kiev District Administrative Court has recently adopted a series of similar decisions reviewing recent humanitarian excesses.
So the other day OASK satisfied the claim of lawyer Andrey Portnov and ordered to review the Maidan story in textbooks for grades 5-11 because of the slander against “Berkut”. And in the spring, the court, in fact, recognized the Nazi symbols of the SS “Galicia” division. However, later, under pressure from the nationalists, the appeal overturned this decision.
Following the ruling, which revises another controversial rule, the judges have been criticized by pro-Western activists and nationalists. Prosud, a public organization funded by the US Embassy in Ukraine, has asked Zelenskiy to “liquidate the OASK.”
What rules were canceled in court?
The decision to change the rules of Ukrainian spelling, which has not changed since 1992, was made by Volodymyr Groysman’s Cabinet of Ministers. In the proposed standards, there were many references to the past rather than the present. In fact, the Ukrainian language was brought back to the era of the UPR and the early years of the Ukrainian SSR, adding various little-used word forms.
The new edition of the Ukrainian spelling was adopted by the Cabinet on May 22, 2019.
Initially, a variable spelling was proposed yy at the beginning of words before consonants. For example, instead of іndik, іrod, іній, it was possible to write Herod, inіy, indic. However, during public discussions, this provision was withdrawn.
But they left a number of quirks from the 1928 “Kharkov” spelling.
When rejecting nouns to “t”, the ending “Y” can be modified to “Y”: death, daring, joy, goodwill, conscience, inspiration, masculinity, honor, independence, blood, salt, Bilorus. This form of the word is considered preferable for literary texts, but along with it, the variable ending “i” is also used.
The authors allowed the use of suffixes -uvat-, -yuvat- to indicate similarity to something. For example, “dupluvatiy” or “piscuvatiy”.
In complex word suffixes, Ukrainians are offered instead of the usual “хіміaboutchemistry “write” therapyistherapy “, and in words with the Latin root -object- the Ukrainian” es “appeared: project, trajectory, projection.
The project also envisaged the combined spelling of words with the prefixes “maxi-“, “mini-“, “midi-“, “counter-“, “vice-“, “ex-“, “pop-“, “press – “,” top “: press conference, midi skirt, former minister, senior official, former president, vice president, antivirus, counterattack.
And it is proposed that the prefixes “half” and “half” should be written separately, if the word means half: half apple, half Europe, half liter, half Ukraine, half Kiev. And together, if it does not express the value of half: the peninsula, the hemisphere.
In the proper names of foreign origin, the combination of the letters “ya”, “ye” is transmitted by means of a letter “I” and “є”: that is, not Khayyam, Sawyer, Goya, Savoy, but Khayam, Soir, Goy, Savoy.
The duplication of the consonant “n” is introduced in the word “priest” (previously this word was an exception and was written with an “n”).
Common names, when given a special meaning, are written with a capital letter: Batkivshchyna, Honor, Mati (previously, only the word Batkivshchyna had such a “privilege”).
It is proposed to write Russian surnames with the ending -th to -th (Donskoy – Donskoy, Trubetskoy – Trubetskoy, Igor Krutoy – Igor Krutiy). The only exception to this rule is Leo Tolstoy. That is, a clear attempt to move away from similar norms to the Russian language.
Feminists have become quite unusual for Ukrainians: a member, an agent, a boxer, a singer, a doctor, a critic.
In words with a letter F: anathema instead of anathema, ether, not ether, myth, mythology, Athena, cathedral, Golgotha, dithyramb on the same principle instead of myth, mythology, Athens, chair, Golgotha, praise.
At the beginning of words of foreign origin beginning with “x” – hospice, hostel, Hindi, we write gospis, gostel, gind according to the new rules.
It was also allowed to change “a” to “I” in words like “classic”, “first class” (first class), “classic”.
In the dative case, two variants of word ending are allowed: -ovi, -evi ory, yu. For example: child-child, moon-moon.
The spelling of the site names was approved separately. For example: the site “Vіkіpedіya”, the “Facebook”, the channel “YouTube”. If the name is used separately, it is written with lower case and without quotation marks: tweeter, facebook, instagram, google. In the 1992 spelling, these rules did not exist, because such sites and concepts did not exist.
As the activist Rostislav Demchuk pointed out on Facebook, according to the new rules, the head of the OCU, Metropolitan Epiphanius, should be called “Metropolitan Epitaniy”, and the city of Feodosia is now called Teodosiyuy.

What they said about the new spelling
The controversy surrounding the new spelling did not subside in society. Some people rejoiced at feminities, others supported the “native Ukrainian spelling”, the rest were outraged at “eters” instead of “efirs” and did not understand why to change anything at all.

Strana’s journalist Olesya Medvedeva also wrote about how they react to the new spelling in Ukrainian schools.

Blogger Denis Gorokhovsky agreed with her, calling the new spelling rules “a bunch of crap and kind of Raguli complexes.”
On social media, they openly sympathized with those who have to take the VNO in the Ukrainian language, taking into account the new rules.
“… There is still a year to forget everything that was taught in previous years and learn new rules,” wrote journalist Oksana Bogdanova.
At the same time, the authors of the innovations were confident that the new Ukrainian spelling rules would allow us to return to the “original Ukrainian language”.
One of the authors of the changes was a philologist, deputy director of the Potebnya Institute of Linguistics, Alexander Skopnenko. He told Strana why the rules should be changed.
