The new distribution by quarantine zones in Ukraine takes effect on Monday, November 2. For the first time, all regions of the country, with the exception of one, were located in the orange and red zones.
This decision was made on October 30 by the State Commission for Safety and Technogenic and Environmental Emergencies. (TEB and ES).
For those areas and cities where the quarantine was tightened due to the coronavirus pandemic, the decision will be in effect for at least two weeks.
Kiev remains in the orange zone… And only two districts of the Khmelnytsky region entered the green: there are no more such centers anywhere in Ukraine.

Red zone: there are already 11 regional centers
Over the past week, two more regional centers, Zhitomir and Uzhgorod, were included in the list of regions with the highest red level of epidemic danger. (where the incidence rates reached 368 and 423 infected per 100,000 inhabitants, respectively).
At the same time, Ternopil went from the red zone to the orange one. In this way, if last week «there were ten regional centers, but now there are 11 of them: Zhitomir, Ivano-Frankovsk, Chernivtsi, Rovno, Khmelnitsky, Chernigov, Kharkov, Uzhgorod, Nikolaev, Poltava and Sumy.
In general, the red level of epidemic danger was declared in 112 administrative units in 20 regions of Ukraine; this is the maximum number since the beginning of the pandemic. (last week «there were 100 red zones).
In addition to the 11 regional centers, the following are now in the red zone:
- Bogodukhovsky and Zolochevsky districts Kharkov region;
- the cities of Berdichev, Korosten, Malin and Novograd-Volynsky, Andrushevsky, Berdichevsky, Emilchinsky, Zhitomirsky, Korostyshevsky, Luginsky, Lyubarsky, Narodichsky, Ovruchsky, Popelnyansky, Romanovsky, Chernyaudkhovsky districts Zhytomyr region;
- the city districts of Beregovo, Velyky Bereznyansky, Perechinsky and Uzhgorod Transcarpathic region;
- the cities of the Vladimir-Volynsky, Kovel and Novovolynsk, Ivanichevsky, Kivertsevsky and Turisky districts Volyn region;
- Markovsky and Troitsky districts Lugansk region;
- Slavyansky district Donetsk region;
- Pologovsky district Zaporizhzhya region;
- Tysmenytskyi District Ivano-Frankivsk region;
- the city of Lebedin and the Sumy district of the Sumy region;
- Boryspil, Vasilkov, Obukhov, Pereyaslav, Fastov and Obukhov districts Kiev region;
- Pustomyty and Sokalsky districts of the Lviv region;
- cities of the districts of Belyaevka, Izmail and Teplodar, Baltsky, Berezovsky, Ivanovsky, Limansky, Ovidiopolsky, Podolsky, Savransky, Saratsky and Tatarbunarsky Odessa region;
- the Ostrog, Demidovsky, Zarechnensky, Zdolbunovsky, Kostopolsky, Mlynovsky and Ostrog city districts of the Rivne region;
- the towns of the districts of Berezhany, Kremenets and Chertkov, Gusyatinsky, Zaleschitsky, Kozovsky, Monastyrisky, Podvolochissky, Podgaetsky, Ternopil and Shumsky Ternopil region;
- the cities of Kamyanets-Podolsky, Netishin, Slavuta and Shepetovka, Belogorsky, Vinkovetsky, Volochissky, Gorodetsky, Dunaevetsky, Kamyanets-Podolsky, Letichevsky, Slavutsky, Starosinyavsky, Teofipolsky and Yarmolinsky Khmelnytsky region;
- the towns of the districts of Vatutino, Zolotonosha, Kanev and Smila, Monastyrischensky and Talnovsky Cherkasy region;
- the city of Novodnestrovsk, Vyzhnitsky, Zastavnovsky, Kitsmansky and Khotinsky districts Chernivtsi region;
- Varvinsky district Chernihiv region.

Orange zone: almost all of Ukraine
The orange level of epidemic danger as of today operates in 489 administrative units: 52 cities and more than last week.
Kiev and 10 regional centers fell in the orange zones: Vinnytsia, Lutsk, Donetsk, Lviv, Dnipro, Zaporozhye, Kropyvnytskyi, Odessa, Kherson, Cherkasy. too «orange ”are Severodonetsk and Kramatorsk, the de facto centers of the Ukrainian-controlled territories in the Lugansk and Donetsk regions.
In addition to them, the absolute majority of Ukraine’s regions and cities are included in the orange zone, which include:
- Vinnytsia, Kirovograd and Dnepropetrovsk regions completely;
- all cities and districts of the Poltava and Nikolaev regions, except regional centers;
- all cities and districts of the Kharkov region, except the regional center, the Bogodukhovsky and Zolochevsky districts;
- all cities and districts of the Ivano-Frankivsk region, except the regional center and the Tysmenytskyi district;
- all districts of the Volyn region, except Ivanichevsky, Kivertsevsky and Turisky;
- all cities and districts of the Lugansk region, except Markovsky and Troitsky districts, as well as uncontrolled territories;
- all cities and districts of the Donetsk region, except for Slavyansky district and uncontrolled territories;
- all cities and districts of the Zaporozhye region, except Pologovsky;
- all cities and districts of the Sumy region, except the regional center, the city of Lebedin and the Sumy region;
- all cities and districts of the Chernigov region, except the regional center and the Varvinsky district;
- all districts of the Lviv region, except Pustomytovsky and Sokalsky;
- the city of Uman and all the districts of the Cherkasy region, except Monastyrischensky and Talnovsky;
- the cities of Belaya Tserkov, Berezan, Brovary, Bucha, Irpen, Rzhishchev and Slavutich of the Kiev region, as well as all districts of the Kiev region, except Obukhov;
- Belozersky, Velikoaleksandrovsky, Vysokopolsky, Nizhneserogozsky and Novovorontsovsky districts of the Kherson region;

- Gertsaevsky, Glybotsky, Kelmenetsky, Novoselytsky, Putilsky, Sokiriansky and Storozhinetsky districts of the Chernivtsi region.
The lowest prevalence rate, according to the Ministry of Health and the Cabinet of Ministers, remains in the Kherson region.
Exclusively here, as of today, the last remaining areas of the yellow and green zones in Ukraine are preserved:
- yellow – the cities of Golaya Pristan, Kakhovka and Novaya Kakhovka, Berislavsky, Velikolepetisky, Verkhnerogachitsky, Genichesky, Golopristansky, Ivanovsky, Kalanchatsky, Kakhovsky, Novotroitsky, Oleshkovsky and Chaplinsky districts of the Kleshherson region;
- green – Gornostaevsky and Skadovsky districts of the Kherson region.
Yellow level of epidemic danger confirmed in 14 cities and regions of Ukraine (39 less than last week) and green, just two instead of 27 weeks earlier.
On October 30, Ukraine’s Health Minister Maxim Stepanov said that The Ministry of Health opposes the return to a harsh national quarantinedespite the increase in the incidence of COVID-19 and the fact that now almost the entire country is in the red and orange quarantine zones.
«We believe that the adaptive quarantine strategy, when we introduce restrictions in the region depending on the epidemiological situation, is absolutely correct. Considering a number of factors, including economic ones, we should avoid a complete lockdown as much as possible, “Stepanov said.
At the same time, former Deputy Minister of Health Pavel Kovtonyuk said that Ukraine should introduce quarantine restrictions similar to those introduced in early May.
“Today, to contain the spread of the disease to such an extent that our hospital system can withstand it and avoid collapse, we need to introduce quarantine restrictions that can be compared to those that existed during the first quarantine relaxation in early May,” Kovtonyuk, who is now the director of the Center for Health Economics at the Kiev School of Economics, said Oct. 30.
According to him, such restrictions should be introduced to avoid the collapse of the health system.
In his opinion, such quarantine measures should be stronger than those introduced this summer.
In addition, Kovtonyuk recalled that hospitals are increasingly crowded.

What are the limitations (no) present to local authorities
When the Cabinet of Ministers just introduced the principle of distribution by quarantine zones, it was assumed that the following restrictions would apply in the red zones:
- prohibition of the operation of shopping and entertainment centers, cafes and restaurants;
- prohibition or restriction of urban and regional transport work;
- ban on visiting educational institutions, including schools and universities.
However, later, local commissions for energy and fuel safety and emergency situations were able to participate in the development of special quarantine measures for a particular region, taking into account the wishes of the local authorities.
As a result, it turned out that almost nowhere in Ukraine, after the introduction of the red zone regime, no maximum or local blockade was introduced: they did not stop transport, they did not completely close the shopping and entertainment center and restaurants .
The expansion of the red and orange zones as of November 2 to several new regions was also marked by the decision of the local authorities not to tighten the restrictions.
So, in Nikolaev, who fell into the red zone, small businesses, cultural institutions and catering were allowed to work.

A message appeared on the official website of the Nikolaev City Council, saying that a complete ban on the work of a company in the conditions of the red zone has been canceled. Cultural institutions, sports clubs, cafes and restaurants can work, but they must comply with the relevant quarantine rules.
And yet, on October 30, the Prime Minister of Ukraine, Denis Shmygal, instructed the Minister of Internal Affairs, Arsen Avakov, together with the heads of the Regional State Administration, to oversee compliance with such rules, including the limitation of working hours of various institutions.
