Negotiations in the “Norman Four” format resumed, the last conversation taking place on May 6, said Ukraine’s ambassador to Germany Andrey Melnik.

Ukraine’s Ambassador to Germany Andriy Melnyk, in an interview with Radio Liberty, published on May 9, announced the resumption of negotiations in the Norman format.

“We resumed negotiations last week in the Norman Four format at the level of the heads of the foreign affairs ministries. The last negotiations took place almost two years ago. Therefore, today the negotiations are carried out in two ways : At the ministerial level, on the one hand, and at the foreign policy advisers level of the heads of state, on the other. The last conversation took place the other day, on May 6. Also on the phone, “Melnik said.

He stressed that for the Ukrainian side, the main thing is to ensure that Russia complies with the obligations that Russian President Vladimir Putin assumed at the Paris summit in December 2019.

“We have the iron critical will and the willingness of official Berlin to hold this next summit, as soon as we believe we can talk about tangible progress in the implementation of Minsk,” said the ambassador.

Speaking about the upcoming Channel Four Summit, Melnik added that Ukrainian diplomacy is currently working on a date for it.

In 2014, immediately after the annexation of Crimea, Russia launched armed aggression in eastern Ukraine. The fighting is taking place between the Ukrainian armed forces, on the one hand, and the Russian army and Russian-backed militants, who control part of the Donetsk and Lugansk regions, on the other. Officially, the Russian Federation does not recognize its invasion of Ukraine, despite the facts and evidence presented by Ukraine.

Negotiations on the solution of the conflict are carried out within the framework of the tripartite contact group (Ukraine – OSCE – Russia) and Channel Four (Ukraine – Germany – France – Russia).

On December 9, 2019, the first Normandy Four Leaders Summit took place in Paris in three years. The final statement indicates that the parties agreed to a ceasefire, the opening of new control points, the exchange of detainees according to the “all for all” formula until December 31, 2019, the deployment of forces and assets in three new areas in the Donbass and the extension of the law for one year On the special procedure for local self-government in certain regions of the Donetsk and Lugansk regions “and the expansion of the mandate of the OSCE special monitoring mission. The arrangements were partially implemented, in particular the exchange of detainees took place twice.

The parties announced a new meeting four months later (it is supposed to take place in Berlin), but their exact date has not been determined.

April 30, 2020 Norman Four foreign ministers chatted via video conference. Ukraine’s Foreign Minister Dmitry Kuleba said that the conversation was constructive but “sometimes it was stressful”.
