Today, October 25, Ukraine welcomes local elections… The voting of the candidates for deputies of the municipalities of all levels and heads of settlements will last from 08:00 to 20:00 hours, and the first results of the elections at the ballot box will appear after the close of the electoral colleges.

The main thing about the 2020 local elections.
By decision of parliament, elections in Ukraine were scheduled for October 25, 2020, the last Sunday in October of the fifth year of the powers of the current local authorities.
In local elections, voters vote for new village, settlement, city, district and region council compositions. Likewise, every 5 years the re-election of mayors, village heads and settlements takes place.
In 2020, elections will be held in all settlements in the country, with the exception of the temporarily uncontrolled territories of Donbass and the Autonomous Republic of Crimea. The CEC canceled the elections in 18 communities in the Donetsk and Lugansk regions, by decision of the civil-military administrations of these regions (Severodonetsk, Lisichansk, Volnovakha, Avdeevka, Ugledar, Toretsk, Stanitsa-Luganskaya, Popasnaya, Shchastya, etc. )
New electoral rules
This year, the electoral process has a series of peculiarities, due to the entry into force of the new Electoral Code… In addition, elections are organized on a new territorial basis due to the reduction of the number of districts from 490 to 136.
- In settlements with up to 10,000 inhabitants, candidates can run for local councils of the parties and self-appointed candidates. Elections are held on majority system… Due to the expansion of electoral districts, from 2 to 4 candidates will be chosen in each of them.
- In territorial communities from 10 thousand inhabitants proportional system with open batch lists, without the possibility of self-promotion.
- Installed gender quota – Among every 5 candidates on the list there must be at least two representatives of the same sex.
- The mayors of the cities of 75,000 are elected according to the absolute majority system. Therefore, you can assign second round of votingYes, according to the results of the October 25 elections, none of the candidates receives more than 50% of the support of the voters.
Ballot type and filling rules
In connection with the introduction of open party lists for the 2020 elections, the CEC approved a new form of voting.
To vote for candidates for local councils of territorial communities with a population of 10,000 or more, voters to complete the new sample.
- The first step is the selection of lots. A list of them with the leader’s name is included in the left column of the newsletter.
- A mark must be placed for this or that political force in an empty box in front of the name of the party.
- You must then select a candidate for this party from the list on the right side of the ballot. The names of the candidates are different in each territorial district.
- The candidate’s serial number must be entered in the square with a template. It is recommended to write the number in the index font.
- A ballot without the match mark will be invalidated.
- If a voter has chosen only one party, but did not choose a candidate from it, he or she is considered to support the entire list of the political force.
The form of the ballots for voting for settlement chiefs and candidates for deputies in territorial communities of up to 10 thousand in local elections in 2020 has not changed and has a standard form – a list of the names of the candidates, against which must put a mark.
How many ballots must he fill out?
Most citizens in polling stations will receive voting forms for the settlement chief, city candidates (village or village council), district and regional councils – only 4 ballots.
The residents of the capital will vote for mayor and the new composition of the city council.
Voters in the Donetsk and Luhansk regions will not elect candidates for regional council deputies; they have to complete three ballots each.
In Zhitomir, Kryvyi Rih, Kropyvnytskyi, Poltava, Kherson, voters will receive an additional fifth ballot to vote for the candidates for the city district councils.
Electoral restrictions due to quarantine
In connection with the difficult epidemic situation in Ukraine, restrictive measures were introduced in polling stations during local elections.
- At the entrances to the building, voters will be asked about their health and temperature.
- Inside the premises, personal protective equipment is required for both voters and PEC members.
- To maintain a social distance: flows are delimited at the entrance and exit, beacons are drawn, the queue to receive the ballot should not exceed 3 people.
- It is recommended to bring your own pen, do not take children with you.
- If a voter has a high fever, they can vote in a separate isolated booth.
Ukraine poll on voting day
President Volodymyr Zelenskyy called on Ukrainians to attend the polling stations on October 25 and participate in Ukraine poll to be held on local election day.
The head of state launched a public opinion poll on 5 topics: on life imprisonment for corruption, on a free economic zone in Donbass, on reducing the number of people’s deputies to 300, on the legalization of cannabis for medical purposes, on security guarantees under the Budapest Memorandum.
The Office of the President noted that the poll has no direct legal consequences, as it is not a constitutional referendum. It will be organized in an exit voting format outside the polling stations.
