In Ukraine, during the shutdown, from January 8 to January 24, 2021, various products will be banned from supermarkets. This was noted by the American Chamber of Commerce.
As of January 8, even in supermarkets, it will be prohibited to sell a significant part of everyday goods: chemicals and household tools, clothes, newspapers, light bulbs, batteries, children’s articles for education.
Stock up on household chemicals
According to the Decree of the Cabinet of Ministers, during the closing period, Ukrainians will be prohibited from accessing shops, except those whose areas are at least 60% dedicated to the trade of food, medicine, medical products, products of hygiene and communication, veterinary drugs, feed, seeds. , phytosanitary products. All other products can be purchased only with a specific delivery order.
“It is not just about the complete closure of specialty stores. As of January 8, even in supermarkets, it will be prohibited to sell a significant part of everyday goods: chemicals and tools for the home, clothing, newspapers, light bulbs, batteries, children’s products for education, “said American Trade. Chamber (an organization that unites companies from more than 50 countries of the world that operate in Ukraine).
The organization believes that supermarkets will be forced to close certain departments or prohibit the sale of such products directly at the checkout to comply with the Cabinet Resolution.
“This decision is not only a direct restriction on the rights of consumers to buy the necessary products, but also potentially leads to conflict situations in stores,” says the US Chamber of Commerce and asks the government to review the Resolution and do not restrict consumer access to goods.
However, experts say that some retailers may be breaking the law by selling “prohibited” products in the same way they did the last shutdown.
For sleepers – on the Internet
According to Segodnya, there are no consumer goods, including matches, on the list of “allowed” goods for sale offline during the lockdown. Ukrainians do not buy these products every day, but with a closure, it will be necessary.
“And not just matches. There are probably many product groups that are also needed. After all, shoes and clothes have a standard lifespan. They can fail. Our citizens are not rich enough to have 10 pairs of shoes, for example. “, – says Konstantin Oleinik, head of the department of strategic consulting of the Trade Union of Ukraine.
Some product categories can now only be purchased online. But what about the villagers? Or those who have never used the Internet?
“Conditionally, the selmag will have to violate the Cabinet of Ministers decision for villagers to sell matches to light a fire,” says Gleb Vyshlinsky, executive director of the Center for Economic Strategy.
But not only rural stores will have to break the law, but also large chains, admits expert Konstantin Oleinik:
“In the last confinement, some food chains worked like this. You could come and say that you want to see the products, you are not going to buy anything, but in fact … who wanted to buy certain groups of products that could not be bought, acquired without serious difficulties and problems “.
The economist Gleb Vyshlinsky agrees with him:
“Buyers will not read the resolution of the Cabinet of Ministers and will not understand why they enter the store with the intention of buying what they have always bought, and then they see that these rows are surrounded with a kind of red tape. And they begin to collide, and they have sellers say: no, we cannot sell, because the police are going to close us down.
The decision of the Cabinet of Ministers on a limited range of products is supported by the former president of the State Regulatory Service Ksenia Lyapina:
“It was born as a reaction to many complaints from abroad, especially micro-companies, during the first quarantine, when, as it is recalled, almost all non-food stores were closed and large chains, large retailers, with a wave of the hand, added non-food items to your food products. perverting the competition “.
Konstantin Oleinik recalls:
“Many retailers began to add to their structure a series of product groups that are traditionally not characteristic of them and, consequently, they were able to work during the quarantine in full conditions, with a very high turnover, with good traffic.”
But the network, when making the decision to open, was confident that there would be no restrictions on sales. And now there will be no access to your assortment, which means that the products will simply deteriorate. But that is not all.
“Rent. And who will compensate these costs for the downtime of the commercial premises? The second article is the operation. Not only these goods must be kept in warehouses. They must be protected, they must be kept in certain temperature regimes. Consequently, these are the costs for air conditioning, for heating, to move around the commercial floor “, – says Konstantin Oleinik :.
According to the expert, the final consumer will pay for all this. After the lockdown, matches, as well as other groups of products that cannot be sold during a strict quarantine, can significantly increase the price.
Remember before Vgorode reported when a blockade will be introduced in Ukraine and what restrictions will apply.
