Land in Crimea: Putin banned Ukrainians from owning land in Crimea / REUTERS
As of today, Putin’s decree prohibiting foreign citizens from owning land went into effect in occupied Crimea. As of April 2020, more than 11,000 of those parcels belonged to Ukrainians.

According to the decree of the Russian president, restrictions were introduced in 19 of the 25 municipalities of Crimea, in particular, in Evpatoria, Kerch, Yalta, Sudak.
An exception is the lands in the Simferopol, Dzhankoy, Krasnoperekopsk, Belogorsk, Krasnogvardeisky and Pervomaisky districts.
If the Ukrainians did not transfer the rights to the land within the prescribed period, the occupiers will confiscate such property by court decision. The Russians will transfer the money received from the sale of foreign lands to the state or municipal authorities.
What preceded
- On March 20, 2020, Russian President Vladimir Putin, through his decree, expanded the list of territories where foreigners cannot own land. The list includes most of the regions of the occupied Crimea.
- Ukraine’s Foreign Ministry has announced that Ukraine will appeal to international courts regarding Russia’s establishment of a ban on Ukrainians from owning land in occupied Crimea.
- The European Union considers this Putin decree a violation of international humanitarian law.
