On 16 September, the head of the Ukrainian delegation to the trilateral contact group talks on conflict resolution in Donbass, Leonid Kravchuk, demanded an apology from the authorized representative of the Russian Federation, Boris Gryzlov, for speaking about the temporarily occupied parts of the Luhansk and Donetsk regions (ORDLO) as a “separate territory”.

According to the interlocutor of the publication, Gryzlov’s words about CADLO’s “autonomy” during the meeting of the TCG working group on security issues provoked a harsh reaction from Kravchuk.

He stressed that such statements contradict the norms of international law, the international treaties of Ukraine, the Constitution of Ukraine, the norms of the UN and the OSCE, the position of the countries of the Normandy format, including Russia.

ORDLO is the territory of Ukraine, and always will be, said the head of the Ukrainian delegation.

According to the source, Gryzlov had to admit that ORDLO is a Ukrainian territory and the Minsk agreements are designed to restore the territorial integrity of Ukraine.

Kravchuk added that Ukraine is striving to restore its territorial integrity and sovereignty, has complied with and will continue to abide by all TCG decisions and agreements on a ceasefire.

In 2014, immediately after the annexation of Crimea, Russia launched an armed aggression in eastern Ukraine. The fighting is between the Armed Forces of Ukraine, on the one hand, and the Russian army and the Russian-backed militants who control parts of the Donetsk and Lugansk regions, on the other. The Russian Federation does not officially recognize its invasion of Ukraine, despite the facts and evidence presented by Ukraine.

Negotiations on the resolution of the conflict are taking place within the framework of the trilateral contact group in Minsk (Ukraine – OSCE – Russia) and the Normandy Four (Ukraine – Germany – France – Russia).

On December 9, 2019, the last summit of the leaders of the Normandy Four was held in Paris. Its final statement establishes that the parties agreed to a ceasefire, the opening of new checkpoints, the exchange of detainees according to the formula of “all for all” until December 31, 2019, the withdrawal of forces and assets in three new areas in the Donbas, the extension of the law for one year. “On a special procedure for local self-government in certain areas of the Donetsk and Lugansk regions” and the extension of the mandate of the OSCE special monitoring mission. The agreements were partially implemented. The next summit was expected to take place in March-April 2020, but this did not happen.

On September 11, 2020, advisers to the heads of the Normandy Four countries held talks in Berlin. The deputy head of Russia’s presidential administration, Dmitry Kozak, after his results, stated that the stumbling block was the question of sustaining local elections in Ukraine.
