The closing of April will affect the work of public transport in the capital, which will transport only holders of special passes.
This has already raised many questions, not only among the people of Kiev, but also among the residents of the region, many of whom come to work in the capital.
For example, will such passes be needed on electric trains and suburban minibuses? And how will they work in general?

How the subway and ground transportation will travel
As of April 5, public transport in Kiev, including the metro, will only carry special pass holders. The police officers will check your presence and there will be station attendants in the subway.
“Metro and land transport, we will work with special passes, we will transport only critical infrastructure workers. Employees of such companies will receive passes to be able to go to work,” explained Natalya Makogon, deputy director of the Kiev Metro.
That is, the subway trains will run as usual, but they will only be allowed to enter the subway if they have a special pass. And, of course, for the money.
Regarding minibuses, in a briefing on April 2, Kiev Mayor Vitali Klitschko said that the authorities did not plan to reduce the amount of land transport rolling stock and its routes.
However, it is hard to believe. Given that the authorities are unlikely to serve the severely impoverished passenger traffic with the same number of subways, trolleybuses and minibuses as before the closure.
Yes, and private minibuses, there may be fewer, as carriers do not want to work at a loss. This was the case in the last quarantine with special passes, when the minibuses almost did not work due to the drastically decreased passenger traffic.
In addition, drivers have already refused to go to the routes due to fines for crowded minibuses, and now the police will be able to process for transport without special passes.
When asked by “Strana” how private minibuses plan to circulate in the capital, the Association of Transporters of Kiev and the region said that a centralized decision had not yet been made. In other words, each company will decide for itself how many transport units to place on the route.
At the same time, the Association told us that the previously planned meeting of carriers and the deputy head of the State Administration of the City of Kiev, Nikolai Povoroznik, was canceled. Although the day before he promised to reach an agreement with the minibuses about not stopping private transport.
Apparently, they will look at the actual passenger traffic and then make a decision. Ultimately, it all depends on how many people receive special passes.
Who can use special passes and how to get them
The Kiev City State Administration explained that employees of government agencies, the field of medicine, social security, housing and communal services, private companies that work and provide city life can obtain passes special for travel during the hardening of quarantine, for example. , grocery stores.
Police officers, rescuers, doctors, social workers, Vodokanal and Teploenergo employees must receive special passes at work.
To obtain special passes, employers must contact the Department of Transportation Infrastructure of the State Administration of the City of Kiev (the medical industry is located in the Department of Medicine of the district administrations).
In a letter addressed to the head of the department, it will be necessary to indicate: the name of the company; why a special pass is needed; justification of the number of special passes indicating the number of employees in the workforce; the direction of the company; company details; contact person and their phone number.

At the same time, requests from individuals will not be considered. In total, the State Administration of the City of Kiev has prepared 400 thousand special passes.
The businessmen say that in the morning there was a queue for requests for special passes to the Department. As of 1:00 p.m. on April 2, more than three thousand applications had already been received by mail.

How will the trains work?
The introduction of a total quarantine in Kiev will not affect the train schedule and the embarkation and disembarkation of passengers in Kiev and the Kiev region.
This applies to both long-distance trains and commuter trains to Kiev or through the capital. This was reported in Ukrzaliznytsia. Judging from the company’s message, no passes are required to travel to Kiev by train.
At the same time, passengers were encouraged to travel on trains only in emergencies and with mandatory observance of the mask regime.
What about suburban minibuses?
Suburban and intraregional routes will continue to operate from April 5. The regional authorities did not prohibit them or change anything, leaving this matter to the discretion of the local authorities.
This was motivated by the fact that the situation with the coronavirus in the region is very different: high infection rates in the districts of Belotserkovsky, Buchansky, Boryspil, and there are areas where the situation of the epidemic is not so tense.
Therefore, the regional commission for energy and fuel safety and emergency situations made a decision from April 5 to 9 in individual territories of the Kiev region at its discretion to increase or decrease the number of public transport and the interval of movement on intraregional bus routes. Except in peak hours: from 7:00 to 10:00 and from 16:00 to 20:00.
The region also recalled that passengers must be transported in vehicles filled with no more than 50%.
That is, in suburban minibuses no special passes are needed. Thus, the authorities did not repeat the mistakes of the last blockade, when they completely stopped suburban transport, forcing people to hitchhike to Kiev.
If there are changes in the transportation schedule, passengers must be informed about it in advance.
That is, the minibuses and suburban minibuses in the region should remain unchanged at least next week. Again, if the carriers themselves do not decide to cut flights, it will not be profitable.
They announced losses after Kiev and the region fell into the red zone and a restriction was introduced on the number of passengers in transport.
This week a meeting of private carriers with representatives of the Kiev City State Administration was scheduled, in which they were supposed to develop a series of actions to avoid bankruptcy, but it never took place. In the Public Union “Association of carriers of Kiev and the Kiev region” “Strana” was informed that the meeting was postponed for a couple of weeks.
The carriers said they are preparing to be detained when they clear the way only for critical infrastructure workers. However, travel with special passes is still valid only in Kiev and not in the region.
