“The Steinmeier Formula” will be included in the law on the special status of Donbass, said Andrey Kostin, deputy of Verkhovna Rada of Ukraine of the Servant of the People faction, member of the political subgroup in the Trilateral Contact Group in Minsk on Donbass, in the air of the television channel 1 + 1, reports RIA Novosti.
According to him, the mechanism of how this can work from a legal point of view is currently being discussed. “They are negotiating which articles of this law should be modified so that this law, together with the” Steinmeier formula “included, works from the point of view of the law,” the politician explained.
In 2014, the law “On a special procedure for local self-government in certain areas of the Donetsk and Lugansk regions” was passed. It operates on a temporary basis and requires an annual extension by parliament. The law was last extended in December 2019.
The Steinmeier Formula is a document that defines a mechanism to ensure a special status for Donbass, as well as a possible amnesty and the holding of elections in territories not controlled by Kiev. Special status implies cultural and linguistic autonomy, amnesty, and expanded powers for local government representatives.
