The Ukrainian authorities decided to extend the quarantine, but relax some restrictions. Ukrainians can now cut their hair and treat their teeth.

What bans began to be lifted in Ukraine

From the beginning of this week, the first stage of the gradual weakening of the quarantine in Ukraine began. Based on the results of this stage, the government will have to decide whether it is possible to move to the next stage or, conversely, return those that worked before mitigation began.

On May 11, they were able to open hair salons, cafeteria and restaurant summer terraces, appliance and electronic repair centers, non-food stores and shopping malls, notaries, playgrounds, and dental offices.

Again, walks are allowed in parks, coastal areas and squares, but are subject to all hygiene requirements. We are talking about a social distance of 1.5 meters, mobile groups of no more than two people, with masks and regular disinfection.

What is allowed in Ukraine as of May 11

As it turned out, the day before, parks and other recreation areas were closed to cause anxiety for Ukrainians and not to reduce the number of infections.

“Thanks to this psychological effect, people had a sense of danger and the need to comply with quarantine measures,” medical director Viktor Lyashko said on May 24 on Ukraine television channel 24.

The government has allowed adaptive quarantine. This means that, should the epidemiological situation worsen in certain regions of Ukraine, restrictive measures will be strengthened there, and not throughout the country.

Furthermore, local authorities themselves can strengthen the quarantine if necessary, but not weaken it. Then, the Lviv region decided to postpone the relaxation of the restrictions due to the growth registered the day before of the infected COVID-19 detected.

In the region, the lifting of some prohibitions will begin on May 15. In Lviv, the city council canceled some quarantine measures from May 12. They allowed the work of hairdressers, beauty salons and private dental clinics.

“But, remember, a work permit does not mean permissiveness!”, – said the mayor of the city Andrei Sadovy.

One of the Lviv pubs stood out. More people gathered on the summer terrace who were not keeping their distance and lacked masks.

“Yesterday we registered a violation of the rules in one of the summer places in the city center, we are talking about the Golden Ear. Today we prohibit violators from working,” said Sadovyi.

In the Chernivtsi region, the Technology Security and Emergency Commission decided to introduce adaptive quarantine. Until now, the authorities have prohibited the work of commercial entities of commercial and consumer services, as well as the provision of dental services.

In the transcarpathian region, as part of the relaxation of quarantine restrictions, the Valley of Narcissus was opened for visitors.

Kiev begins the first phase of relief from anti-epidemic restrictions from May 12. At the same time, some food markets started operating from the middle of last week.

The same restrictions are removed as in the whole of Ukraine. The mayor’s office also added that the use of playgrounds and sports fields is still prohibited. Children under 14 years old can only be accompanied by adults. Everyone must be with identification documents.

In the first stage, public transportation continues to operate in a limited way.

The subway and intercity transportation can be launched before mid-summer, however, the exact time is still difficult to predict, Prime Minister Denis Shmygal said.

Among the restrictions that will not be lifted at the current stage are the prohibition to leave the country. Ukrainian carriers now do not operate regular flights even within the country.

And international passenger traffic, according to the Ministry of Health, can resume not before mid-summer, but even in the fall.

The only exception is charter flights to transport Ukrainian temporary workers to their workplaces abroad. Last weekend, Ukrainian President Volodymyr Zelensky said requests to organize such flights had already come from Italy, Poland, Finland and Germany.

As for the opening of state borders, Ukraine is guided by Poland, said Viktor Lyashko.

“It is only two weeks ahead of time with an epidemic. We will see how they open up. You will see, coronavirus is a new type of infection, therefore it is difficult to make indicative forecasts. They are rarely confirmed,” explained the Ukrainian medical director.

The next review of quarantine restrictions will take place on May 22. According to Shmygal, the Cabinet of Ministers plans to extend the quarantine in Ukraine even after this date.

“Now we are at the peak of the incidence rate. We have been going exactly the last seven or eight days. Our number of patients does not increase in percentage. We even decreased slightly in the number of patients in relation to those who are already sick,” said the prime minister.

Shmygal specified that the turning point will come when the number of recoveries exceeds or equals the sick. The leader in the number of people who have recovered in Ukraine today is the Kirovograd region: 57 percent.

Zelensky says that the situation with the coronavirus in Ukraine allows us to think about the next steps to mitigate the quarantine.

However, authorities in the Vinnitsa region announced signs on May 12 of the start of a second wave of coronavirus incidence. The President of the Regional State Administration, Vladislav Skalsky, says that only COVID-19 patients already account for almost 20 percent of the total number of infectious beds in the region.

In the Dnieper, meanwhile, they returned the fare and increased the number of bus routes. This stage involves the restoration of 39 bus routes and all electric transport routes. All buses took the routes.
