Kobyakov noted that coupons will allow people to plan their expenses, they will know what basic products they can get from the state. According to him, these types of cards have already been introduced in the United States.
The Russian expert suggested using these cards to stabilize the income of low-income families. Due to insufficient income of the population, according to Kobyakov, one in three Russian adults is overweight or obese because they cannot afford a healthy diet.
At the same time, more than 50 kg of food is thrown away in Russia every year in terms of each inhabitant, he said.
In May, Bloomberg analysts predicted a 16% drop in Russia’s GDP in the second quarter of 2020, the worst quarterly figure since the early 1990s.
The Central Bank of the Russian Federation assumed that the Russian economy could reach the pre-crisis level in a pessimistic scenario only by 2022.
