In Ukraine, a headquarters to combat COVID-19 will be created, headed by President Volodymyr Zelensky. The corresponding draft resolution entered into force today, October 29.

Yesterday, the document was published in the publication “Voice of Ukraine”.
Provides:
- the creation of a presidential headquarters to fight the virus;
- massive coronavirus testing;
- increase laboratory capacity;
- conversion of hospitals into departments for the treatment of coronavirus.
In addition, a single, fully Ukrainian multi-channel hotline is being put into operation for Ukrainians with symptoms or suffering from the coronavirus disease to perform free tests and provide emergency care.
In addition, depending on the regional distribution, the necessary number of mobile teams will be created to take biological material from patients at the place of residence and transport it to the laboratory.
Coronavirus testing
It is planned to create a state regional network of virological laboratories with a total capacity of more than 100,000 studies per day, which should include regional high-throughput laboratory complexes and virological laboratories in support hospitals that provide medical care for coronavirus disease . When designing laboratories and purchasing the necessary equipment, modern PCR testing technologies should be prioritized.
The ambulance teams that will collect material for the test must have all the equipment, consumables, fuel and personal protective equipment necessary for the workers. The sampling time for biological material should not exceed 4 hours after the patient contacts the “hot” phone line.
The decree required the creation of laboratory facilities in the system of medical institutions of the Ministry of the Interior, the Ministry of Defense, the National Academy of Medical Sciences and the Ministry of Health to carry out periodic tests on doctors and other workers who work in health institutions that provide assistance to patients with COVID-19, as well as people who carry out activities related to to prevent the spread of the coronavirus.
Access to the vaccine
The document provides public access to a high-quality, safe vaccine against COVID-19 by:
- create the conditions for a simplified start of clinical trials of vaccines for the prevention of COVID-19 in order to give a significant part of the Ukrainian population the opportunity to participate in clinical trials;
- create conditions to simplify the registration procedure for vaccines in Ukraine that have been approved for use in countries with strict regulatory jurisdictions;
- vaccination of at least 40% of the population of Ukraine at the expense of the state budget after the appearance in the country of a safe and high-quality vaccine against COVID-19, approved for use in countries with strict regulatory jurisdictions;
- a broad awareness campaign on the safety of the COVID-19 vaccine.
We will recall, earlier, the Verkhovna Rada passed this resolution. 308 deputies voted for him.
As RBC-Ukraine wrote, as of October 27 in Ukraine, hospital beds for the treatment of coronavirus are 65% occupied. At the same time, there is not a single region where these beds are occupied by less than 50%.
