Gazprom has signed a contract with the Ukrainian Naftogaz for gas transit to Europe on the basis that Nord Stream 2 will be launched in 2020. As a result the pipeline is frozen and Russia will have to pay more to Ukraine for the additional delivery of blue fuel.
This is stated in the DW post. Thus, they signed a contract with Naftogaz for the transit of 65 billion cubic meters of gas in 2020, and already in 2021 for only 40 billion. The 25 billion cubic meters “saved” were to be supplied to the EU via Nord Stream 2. However, it was never completed (and may not be completed at all). As a result, the Russian Federation will have to request additional transit in Ukraine and pay for it separately.
“The Kremlin’s plans have failed, and next year a reserve of 40 billion cubic meters will not be enough,” said Mikhail Gonchar, president of Strategy XX’s Center for Global Studies. The fee for the additional volume of blue fuel will be higher, as over-contracted volumes will be transported.
Note that the construction of the Nord Stream 2 gas pipeline was stopped at the end of 2019. Then, the United States adopted sanctions against all companies that will be engaged in laying pipes for Russia. International companies refused to cooperate with the Russian project and Gazprom had to look for an opportunity to complete the construction on its own.
As early as 2021, the United States may adopt sanctions against insurance and certification companies that want to work with Nord Stream 2. This means that if Gazprom can complete the construction of the pipeline itself, it will not be possible to start it up.
