The representative of the Donetsk region in the Ukrainian delegation to the TCG for the resolution of the conflict in Donbass Sergei Garmash recalled that US President Joe Biden considers Russian President Vladimir Putin a murderer.
The United States and Russia can use Ukraine and the situation surrounding the Donbas conflict to fix things between them.
This opinion was expressed on April 2 by the representative of the Donetsk region in the Ukrainian delegation to the trilateral contact group (TCG) on the resolution of the conflict in Donbass, journalist Sergei Garmash, in an interview with the television channel Nastoyaschye Vremya.

Officially, the Russian Federation does not recognize its invasion of Ukraine, despite the facts and evidence presented by Ukraine.
Negotiations on the resolution of the conflict in Donbass are taking place in the trilateral contact group in Minsk (Ukraine, Russia, OSCE), as well as in the Normandy format, with the participation of representatives of Ukraine, France, Germany and Russia.
The need to involve the United States in the negotiations in the Normandy format was announced by representatives of Ukraine in early 2015. The fifth president, Petro Poroshenko, said in 2017 that the negotiation process was coordinated with the United States.
In October 2016, Putin said that Russia is not opposed to bringing the United States to the Normandy format. After Zelensky in 2020 confirmed his desire to involve the United States in the negotiation process, Putin’s spokesman, Dmitry Peskov, said that the participation of the US side in the Donbass negotiations was “out of the question.”
According to the head of the Office of the President of Ukraine, Andriy Yermak, the United States can play a key role in the return of Ukrainian territories.
In early 2021, despite the armistice agreements, the situation in Donbass worsened. Another exacerbation occurred on March 26: in the area of the village of Shumy, Donetsk region, illegal armed formations from Russia opened fire with mortars, grenade launchers and large-caliber machine guns. As a result of the bombing, four soldiers of the Armed Forces of Ukraine were killed. Two more soldiers were injured.
On March 30, at an extraordinary meeting of the Verkhovna Rada, the Commander-in-Chief of the Armed Forces of Ukraine, Ruslan Khomchak, said that Russia was increasing its military presence near the border with Ukraine in the south, east and north: in the Bryansk, Voronezh regions, as well as in occupied Crimea. Khomchak emphasized that the Ukrainian army is ready to give an adequate response “both in the case of an escalation in the JFO zone, and in the case of a complication of the military-political, military-strategic situation around Ukraine.”
Peskov stated that the movement of Russian troops through the territory of the Russian Federation should not disturb other states, it does not threaten them in any way. On April 2, Peskov accused the Ukrainian army of “provocations in Donbass” and called the situation on the demarcation line “very frightening”. Commenting on this, Ukraine’s Foreign Minister Dmitry Kuleba said that in recent weeks Russia has been conducting a systemic disinformation campaign about Kiev’s alleged preparation for an escalation in Donbas. He assured that Ukraine is fighting for a peaceful settlement.
On April 2, Biden confirmed his support for Ukraine in a telephone conversation with Zelensky.
Zelenskiy said that the Ukrainian army is “capable of repelling anyone” and this strengthens Ukraine’s negotiating position in the diplomatic agreement it seeks.
