Fokin emphasized that all initiatives are purely his personal opinion.
In the Rada resolution, you can prescribe a different date for the elections, and for your conduct in ORDLO create an interim international government, said Fokin.
Vitold Fokin, deputy head of the Ukrainian delegation to the Donbass talks, described his vision of the elections in Donbass, having presented several initiatives. He explained his proposals in an interview with Radio Ukraine, published on Monday, September 21.
He stressed that this is purely his personal opinion.
“Before the holding of elections, it is necessary to guarantee security. There are no questions. But in what way to guarantee, the country’s leaders should think. As one of the ways, I suggested using the mandate of the Security Council (UN) and creating an interim government in those territories that are not currently controlled by Ukraine, “says Fokin.
He specified that it should be an international government.
“Because, as a rule, elections of one of the parties are recognized as rigged, illegitimate, etc. And if it is held under the auspices of the UN, no one will open their mouth. The elections will be recognized as such that they took place. Security Council mandate The UN has noted the right to create an international interim government with a necessary term, maybe a year, maybe two. And security can be guaranteed by the international peacekeepers, that is, the military contingent. This proposal, in fact, is not new, it has already been discussed, “he said. he
Fokin noted that Russia had previously accepted this way of moving towards peace, but said that the UN military contingent should focus only on the current demarcation line in Donbass.
“Of course, one cannot agree with this … After all, the Minsk accords say that it is possible to concentrate these UN troops on the demarcation line and in the territory where the elections will be held.” , said.
Speaking about the Verkhovna Rada’s resolution on the October 25 elections, Fokin noted that it could be written on some other specific date for the elections in the Ukraine-controlled Donbass territories.
“I cannot understand why elections are not held in areas that are under state control today. Why, for what reasons, are almost half a million citizens deprived of the opportunity to use constitutional law? No I can understand how to explain this to our negotiating partners. ” he said.
The negotiator believes that this issue could be resolved with amendments to the resolution to “hold elections, relatively speaking, on March 25”.
“All attempts to make claims against Ukraine would have disappeared. This is our prerogative, our right to call elections when we consider it necessary,” he said.
We will recall, last week in the “LPR”, and previously in Russia, he said that they would not consider other issues of the agreement until the Rada changes the resolution on the elections in Donbass.
