Merit-based hiring of civil service employees is a central element of civil service reform, recalled Matti Maasikas.
The European Union expressed disappointment that the Verkhovna Rada was unable to pass a law on the reserve of civil servants, which provided for the resumption of competitions for appointments in the civil service. Let us remember that on July 3, Parliament approved the corresponding bill # 3491 on the creation of a reserve of civil servants in second reading. But at the end of the same month, President Volodymyr Zelenskyy vetoed the bill and returned it to the Rada with his proposals.
At the beginning of September, the popular deputies sent a bill with the proposals of the head of state for its review to the specialized commission.
And today the Rada has failed the revised bill №3491. Two votes were not enough to approve the document: 224 popular deputies in favor.
