As reported by a UNIAN correspondent, 283 people’s deputies voted in favor of the first reading approval of the bill “On Amendments to Certain Laws of Ukraine Relating to the Registration of Employee’s Work Activity in Electronic Format” (No. 3623) .
The bill provides for the introduction of electronic accounting of the employee’s work activity, as well as the legislative regulation of the issue of automatic allocation of old-age pensions through a personal electronic account on the Fund’s electronic services web portal Pension Board of Ukraine.
How will the transition from electronic to print workbooks take place?
- For the next 5 years, both paper and electronic versions will be used.
- The bill provides for a transition period of five years for the inclusion in the State Register of information from paper workbooks on the employee’s work activity (during this period, both a paper workbook and an electronic form of information already existing or entered on the work activity of the State Registry employee).
How will e-workbooks be used?
- It is proposed to determine that the information on work activity in the State Registry through the electronic services web portal of the Pension Fund in the form of scanned or digitized copies of documents provided by law (workbook, certificates, etc.) It will be entered by the employee and the employer with the mandatory imposition of a qualified electronic signature.
- After entering information about the employee’s work activity in the State Register, the employer is obliged to issue the original paper work record book in his hands against his signature. In this case, the employer must enter, at the employee’s request, the employment, transfer, and dismissal records in the paper workbook.
Automatic pension allocation: what it is and how it will work
- It is planned to introduce the possibility of automatically assigning a pension (without personal recourse by the person) while maintaining the right to postpone retirement. If a person has postponed the appointment of a pension and has extended their stay in an employment relationship, the amount of their pension will increase between 0.5% and 0.75%.
- As part of the automatic pension allocation, it is also planned to determine, using the State Registry software, the most advantageous option for the allocation of a pension, including the date of said allocation.
