Electricity for the population has risen in price by 34% since January 1

On average, households will pay 34.4% more

On January 1, the decree of the Council of Ministers on the abolition of the preferential rate for the first 100 kW at the level of 90 kopecks entered into force. The new electricity rates for the population will be valid until March 31, 2021

The government’s decision was adopted on December 28, 2020 and published on the Government website (No. 1325).

The decree establishes flat rate for the population at the level of 1.68 hryvnia (with VAT) for 1 kWh. At the same time reduced rate canceled at the level of 90 kopecks for the first 100 kW of electricity consumed.

Therefore, on average the increase in the cost of electricity will be 34.4%, since before that, the average cost in the country (taking into account the preferential rate) was 1.25 hryvnia (VAT included) for 1 kWh.

Night rate

According to the government decree, in the presence of measurement of electricity consumption by periods of time, population calculations are carried out with the appropriate tariffs and the following tariff coefficients (at the consumer’s choice):

1) at rates for two zones differentiated by periods of time:

  • Rate 0.5 during the minimum nightly charge of the electrical system (from 23:00 to 7:00);
  • full rate at other times of the day;

2) at rates for three different zones for periods of time:

  • 1.5 tariffs during the maximum load hours of the electrical system
  • (from 8:00 a.m. to 11:00 a.m. and from 8:00 p.m. to 10:00 p.m.);
  • full rate during the middle of the peak period (7:00 a.m. to 8:00 a.m., 11:00 a.m. to 8:00 p.m., 10:00 p.m. to 11:00 p.m.);
  • 0.4 of the rate during the minimum nightly charge of the electrical system (from 23:00 to 7:00)

The government decree also expanded the imposition of special obligations (PSO) to participants in the electricity market (Energoatom and Ukrhydroenergo).

Recall, according to the State Statistics Service, the average price of electricity for household consumers in the first half of 2020 amounted to 1.25 UAH (VAT included) 1 kWh. This is 1.4% higher than in the second half of 2019 (UAH 1.23).

According to the statistics department, the average price for non-residential consumers was 1.90 UAH (including VAT) 1 kWh, 14.3% less than in the second half of 2019 (2.22 UAH).

As RBC-Ukraine reported, the average price of natural gas for domestic consumers in the first half of 2020 amounted to 5,299.2 UAH (VAT included) per 1,000 cubic meters. m. This is 17.4% less than in the second half of 2019 (6,415.8 UAH).

At the same time, the price of gas for residential consumers was 2.8% higher than for non-residential consumers, while previous prices for the population were lower than for industry.
