Yesterday, December 3, 2020, it became something special for Yekaterina Monzul and, to a certain extent, historic for Ukrainian football. Kharkov referee Ekaterina Monzul was the first to referee the men’s match at the international club tournament.
It was a match in Group L of the Europa League, in which Belgian “Gent” hosted Czech “Slovan”. As a result, the Czechs won 2: 1, but none of these teams made it to the tournament playoffs. Ekaterina Monzul did not send anyone off in the match, did not award a penalty and resolved the brawl at the end of the match with yellow cards. Overall, he showed nine of them in the match. But the most interesting and confusing episode occurred around minute 77, when Ekaterina Monzul did not allow “Gent” to make a change.

What happened?
The eighth player Vadis Ojija-Ofoe was included in the protocol of the main squad of the Belgian team. However, during the pre-game warm-up, he was injured, so another player went on base. Vadis Ojija-Ofoe remained among the substitutes.
The damage turned out to be negligible, so the “Ghent” coach in the 76th minute decided to make a substitution, instead of Sven Kums to release only Vadis Ojija-Ofoe. In reality, this change, with the permission of the fourth official Denis Shurman, occurred. However, Ekaterina Monzul, relying on the rules known only to her, did not allow Ojija-Ofoe to enter the game. Without blowing the whistle to resume the match, she sent Ojija-Ofoe out of bounds and returned Sven Kums to the green rectangle.
What happened after?
Ojija-Ofoe never played in this match. The “Gent” made only two changes, lost 1 2, and the technician, later dismissed from his position (due to unsatisfactory results), was surprised by the situation:
– Vadis Ojija-Ofoe had foot problems. Since this player had previously had calf muscle problems, we didn’t want to take any chances. Instead, Dorsch went out to base. But we did not exclude Vadis from the application, he just took a place in the stands (just above the bench, – note), because there was no space in our technical area. We also contacted UEFA. Received by phone confirmation and permission to use this player. But the referees did not accept this. I’ve never seen anything like this before. It is unacceptable at this level, – said the head coach.
What do the rules say?
Rule 03 of the soccer game indicates that the player who first entered the score sheet as the main player can be transferred to the reserve, remaining in the game application.
Rule 03:
5. Violation and sanctions
– If the declared substitute starts in place of the declared player and the referee is not informed of the substitution:
- the referee allows the declared substitute to continue playing;
- disciplinary sanctions cannot be applied to the declared substitute player;
- the declared player becomes a declared substitute;
- the number of specific substitutions of said equipment is not reduced;
- the referee reports the incident to the appropriate authorities.

Refereeing expert Miroslav Stupar is convinced that Monzul was wrong: he does not know the Rules. And so it is. In addition to allowing Gentu UEFA to use Ojija-Ofoe’s services, fourth official Denis Shurman allowed the replacement. And he, unlike the referee in the field of Ekaterina Monzul, had before his eyes the protocol (application) of the match. A question to Monzul why he did not trust the fourth official, and a question to Shurman: why did he not explain to Monzul that Ojija-Ofoe remained in the application for the match.
– Yes, you don’t even need calls to UEFA, – says Miroslav Stupar… – There is a Rule according to which a player who is declared for a match in the main team may be replaced by a player declared as substitute. And the declared main player becomes the declared substitute. That is, you do not have to exclude yourself from the proposal. Catherine Monzul would not hurt to learn the rules.
