Certain business areas will suffer losses due to the introduction of a “weekend quarantine”, so the government should develop support programs for entrepreneurs, Ukraine’s President Volodymyr Zelensky said.
Ukraine’s President Volodymyr Zelenskyy, in a video blog posted on November 14 on Facebook, reacted to the refusal of companies and authorities in several cities to comply with the “weekend quarantine”.
He believes that these restrictions are Ukraine’s chance to avoid a total blockade.
“Yes. Certain business areas will suffer losses. The government should provide them with support programs and tools. Some are already operating, but this is not enough. I am constantly talking to the Prime Minister and the government. They should fall asleep and wake up with a question: where to find money and how to help companies overcome these days? “- said Zelensky.
The government must “do everything” so that the next three weekends do not become critical to the continued existence of small and medium-sized businesses, he said.
“There is money and business, but there is health and people’s lives. A difficult and unpleasant question, but one that is worth it: did someone count the losses if there is no one to go to the cinema or the restaurant? The” end quarantine The week “will be effective or not depends on interaction between companies and the government, both central and local,” added the president.
According to the head of state, the mayors of several cities refused to impose restrictions, as their “local elections continue”.
“They do not think about the number of cases in their cities, but about the number of votes in the second round. And we are taking difficult and sometimes really unpopular steps,” Zelensky added.
An outbreak of COVID-19 coronavirus infection began in late 2019 in China. On March 11, 2020, the World Health Organization declared the spread of the coronavirus a pandemic.
The quarantine in connection with the outbreak of coronavirus infection in Ukraine was introduced on March 12. On May 11 restrictions in the country were relaxed. On May 20, the Cabinet of Ministers introduced the so-called adaptive quarantine: regional authorities were given the right to independently weaken the restrictive measures, subject to compliance with a series of criteria. On October 13, the adaptive quarantine was extended until the end of 2020.
On November 11, the Cabinet of Ministers of Ukraine decided to introduce a “weekend quarantine”. Ukraine’s Health Minister Maksim Stepanov explained that we are talking about three weekends, starting this weekend. According to him, the Ministry of Health would like to introduce a strict quarantine for three weeks, but the Ukrainian economy will not be able to do so.
“Day off quarantine” states that from 00:00 on Saturday to 00:00 on Monday in Ukraine, only grocery stores, pharmacies, transportation, gas stations and veterinary pharmacies will operate. Restaurants, cafes or other catering establishments will only operate takeout. “The weekend quarantine” will “stop the wave of coronavirus disease,” Stepanov said.
On November 12, authorities in several cities refused to impose strict restrictions; against quarantine, in particular, they spoke in Odessa, Cherkassy, Nikolaev, Rovno, Lutsk, Dnipro, Ivano-Frankovsk. Lviv Mayor Andrey Sadovy said the City Council will appeal the Cabinet’s decision. He called the Cabinet of Ministers decision “nonsense”.
The executive committees of the city of Lvov and Ivano-Frankivsk announced Saturdays and Sundays until November 30 in these cities as business days for catering establishments, shopping and entertainment centers, cultural institutions, gyms, fitness centers and markets. This frees these institutions from the need to comply with government requirements, according to city councils. The head of the Ministry of Health stressed that the decree refers to the days of the week, not the weekends.
