Closure and “red” zone in Kiev
An enhanced quarantine was announced in the capital in the context of a rapidly deteriorating epidemiological situation due to the coronavirus. Its validity period is from midnight March 20 to April 9 inclusive.
In addition, on March 19, according to the criteria of the Ministry of Health, Kiev was in the “red” quarantine zone. Its restrictions are in line with those introduced by local authorities, but in addition, a ban may be imposed on regular and non-regular passenger transport. The corresponding decision must be made by the State Commission for Fuel and Energy Securities and Emergencies.
What restrictions apply
During the confinement in Kiev, it is forbidden to carry out all Massive events… Sports competitions of professional teams will be held without spectators.
It is forbidden to hold divine services and other religious events, if the condition is not met – no more than 1 person per 10 square meters.
The activity of the catering establishments is limited: cafes, bars, restaurants can work just take out and delivery of orders.
Is prohibited visit educational institutionsexcept for students in grades 1-4 in schools and kindergartens. After the holidays, the high school students will study remotely.
Cinemas, museums, theaters, concert halls and other cultural institutions will remain closed until April 9.
Is prohibited operation of entertainment establishments, children’s centers, shopping and entertainment centers (with the exception of grocery stores, hygiene products, household chemicals, pharmacies, pet supplies, flowers on the territory of the shopping center).
Non-grocery stores will only be able to work to dispense products. Also in the confinement it will be closed non-food markets, pavilions, fairs.
The number of passengers in public transport (minibuses, trolleybuses, trams) is limited: no more than half of the cabin seats… Mandatory mask mode.
Pools and group classes in gyms are forbidden.
All companies are encouraged to transfer their employees to remote work mode by April 9.
What is allowed during a confinement
- supermarkets and grocery stores will operate as usual, subject to anti-epidemic standards. In sales areas with an area of more than 200 m2. – no more than 1 person per 20 square meters;
- trade in personal hygiene products, household chemicals, flowers, articles for animals is allowed;
- food zones can operate at airports;
- The catering establishments in the hotels will be open during breakfast hours, from 06:00 to 11:00.
- customer service for beauty salons and hairdressers, by appointment only. In addition, by appointment, training in gyms is allowed;
- banks, post offices and gas stations (without cafe areas) will continue to operate in Kiev during the closure;
Penalties for violation of quarantine
For violation of quarantine restrictions in Ukraine, liability is established in the form of a fine in the amount of 1-3 thousand tax-free minimum income, from 17 to 54 thousand UAH or arrest for six months.
If the person’s actions led to the spread of the disease, restraint or imprisonment for 3 years.
If the violation caused death or had serious consequences for third parties, imprisonment for 5 to 8 years.
