Care allowances to double for people with disabilities: Zelenskiy signs law

The president approves an increase in the allowance for care for people with disabilities from childhood

Ukraine’s President Volodymyr Zelenskyy signed a law according to which allowances for the care of people with disabilities from childhood will be doubled. The document takes effect on January 1, 2021.

This was reported by the press service of the Presidency.

The document reinforces the social protection of people with disabilities from infancy and children with disabilities by increasing the level of state support.

In particular, it is assumed that the increase in this allocation will be staggered and increased as follows:

  • for people with disabilities since childhood in subgroup A of group I from January 2021 from 75% to 150% of the subsistence minimum for people who have lost the ability to work, and from January 2022 – up to 200%;
  • to people with disabilities since childhood, subgroup B of group I, from 50% to 100%.

In addition, lonely people with disabilities from childhood of groups II and III, which, according to the conclusion of the medical advisory commission of a medical and preventive institution, need constant external care, from 15% to 75%.

By law, the subsidy for the care of a child with a disability in subgroup A is established for said child under 6 years of age in the amount of:

  • 150% of the living wage for children under 6 years old;
  • 200% of the living wage for children under 6 years of age.

And the allowance for a child with a disability from subgroup A between the ages of 6 and 18 increases to:

  • 150% of the cost of living for children ages 6 to 18;
  • 200% of the living wage for children from 6 to 18 years old.

Let us remember that on September 2 the Verkhovna Rada approved the corresponding bill on second reading.

Furthermore, in Ukraine they want to allow orphans and children deprived of parental care, who have disabilities, to live in foster families up to 23 years of age; The Rada adopted Bill # 3594 as the basis for the first reading.
