The Belarusian Ministry of Sports and Tourism cannot guarantee advance payment and insurance, Martynov said.
“FIDE has been conducting negotiations in good faith for several months. Unfortunately, they have not produced results. The organizers do not discuss the violations and their significance,” he added.
