The ministry noted that the order to shoot to kill was given wrongly due to several factors: the helicopter flew near the Armenian-Azerbaijani border during the period of active fighting in Nagorno-Karabakh, in the dark and at low altitude, outside the radars. air defense. In addition, in a statement, Azerbaijan offered its condolences to the families of the crew members killed and announced its willingness to pay compensation.
