Participants of the political subgroup of the trilateral contact group to resolve the situation in Donbass took the Ukrainian action plan as a basis, said the press service of the Ukrainian delegation to the TCG. A member of the Ukrainian delegation, journalist Sergei Garmash said he would not consider the discussion of the plan productive.
On 10 November, members of the political subgroup of the Trilateral Contact Group (TCG) on the resolution of the situation in Donbass discussed Ukraine’s “Joint Steps Plan”. The TCG Ukrainian delegation reported on this on Facebook.
“At the meeting of the political subgroup, the main news was the discussion of Ukraine’s action plan. Some of our delegation’s bewilderment was caused by the statement from the Russian side that the Ukrainian delegation had supposedly promised approval of the plan by part of the Ukrainian parliament, “the statement said.
It states that the Russian delegation to the TCG was reminded that “democracy and parliamentary sovereignty operate in Ukraine, and the delegation can only give recommendations, and not guarantee certain legislative initiatives.”
“[После этого] the conversation quickly returned to a constructive track. It is too early to talk about the results, but at least we can say that the Ukrainian plan was taken as a basis, ”stressed the Ukrainian delegation.
But a member of the Ukrainian delegation, said journalist Sergei Garmash in a comment. TV channel “Ukraine 24”, which would not call the discussion of the plan productive.
“I would not say that the plan was adopted as a basis. It would be more correct to say that Ukraine’s plan was mainly discussed today. But the other party claims that it does not comply with the Minsk agreements, so it is very difficult to say that this discussion will productive “. Basically our plan was discussed, the other party actively criticized it, “Garmash said.
Added that You don’t see “prospects for approval of our plan or the other party’s plan.”
“The OSCE has put before the political group [задачу] prepare a draft document for the implementation of the Minsk agreements … If we talk about the implementation of a plan, it will be a plan drawn up within the framework of the TCG. It will not be a plan by Ukraine or Russia. I think there will be joint compromise positions, in any case. The two plans, the Ukrainian and the Russian, are so different that I cannot imagine how they can be combined in one working document. ” – Garmash said.
In 2014, immediately after the annexation of Crimea, Russia launched an armed aggression in eastern Ukraine. The fighting is between the Armed Forces of Ukraine, on the one hand, and the Russian army and the Russian-backed militants who control parts of the Donetsk and Lugansk regions, on the other. The Russian Federation does not officially recognize its invasion of Ukraine, despite the facts and evidence presented by Ukraine.
Negotiations on the resolution of the conflict are taking place within the framework of the trilateral contact group in Minsk (Ukraine – OSCE – Russia) and the Normandy Four (Ukraine – Germany – France – Russia).
In early November 2020, the head of the TCG Ukrainian delegation, the first President Leonid Kravchuk announced the main theses of the “Joint Steps Plan”. The document provided the end of the war in Donbass by the end of 2020 and holding local elections there until March 31, 2021; creation in ORDLO free economic zone for 30 years; the abolition of the decrees of the President of the Russian Federation Vladimir Putin, which are direct interference in the life of the occupied region (including simplification of the procedure for issuing Russian citizenship).
