The Ukrainian Interior Ministry reported that the plane crashed at a distance of about 2 km from the military airport of military unit A 4104. There were military pilots and cadets on board.
“There were 23 people on board (five crew members and 18 cadets). At 9:45 p.m., 18 dead and two seriously injured,” the Interior Ministry said.
Later, Deputy Interior Minister Anton Gerashchenko said that 24 people could have been on board and that by 22:00 there were already 22 people dead.

According to the head of the Kharkiv Regional State Administration, Alexei Kucher, who is at the scene, there were 28 people on board, including seven officers and 21 cadets. 22 people died, two are in hospital, the fate of four more is still unknown.
