The head of the Ukrainian delegation to the Minsk TKG, Leonid Kravchuk, said that the amnesty in occupied Donbass should affect those people on whose hands there is no blood.

Kravchuk supported President Volodymyr Zelensky, who today shared his vision of the amnesty during a speech in the Verkhovna Rada.

Amnesty in Donbass: what happened before

  • On September 16, 2014, the Verkhovna Rada, behind closed doors, approved the presidential law “On the prevention of prosecution and punishment of persons involved in the events that occurred in the territory of the Donetsk and Luhansk regions”, which provides for the release, under certain conditions, of certain categories of armed formations and individuals from criminal and administrative responsibility.
