After the displacement of Donbass, various categories of people will definitely not fall under full amnesty. At the same time, those who simply worked for the invaders may be limited in their rights.
This was stated in an interview with lb.ua by the Deputy Prime Minister and Minister for the Reintegration of the Temporarily Occupied Territories, Alexei Reznikov.
According to him, the bill on state policy of the transition period will fix the categories of people who will definitely not be covered by the amnesty. In the future, this will form the basis of the law on the procedure for exoneration from punishment.
Reznikov noted that they would not fall under amnesty:
- persons who have committed the most serious crimes within the jurisdiction of the International Criminal Court;
- persons who have committed serious or especially serious crimes that result in the death of the victims;
- people who have committed serious or especially serious crimes against the life and health of citizens, against the will, honor, dignity, freedom, peace, security of humanity, etc.
“In other words, we are talking about crimes in which the life or health of citizens is damaged, in which there are specific victims. We laid the foundations of the bill on the principles of the UN, as well as the principles of the international law. This was done to emphasize: the principles of international law are higher than national ones “, – added Reznikov.
At the same time, the employees of the apparatus of the so-called administrations in the territory of ORDLO do not fall into such categories. However, a separate liability law should be drawn up for those who worked for the occupation regime.
“Our bill on the state policy of the transition period should give an understanding: those who worked for the occupant, but did not commit serious crimes, are not subject to criminal prosecution. But this does not mean that they will not be limited in their rights”, added the deputy prime minister …
He clarified that those people will not be able to work in government agencies, courts, law enforcement agencies.
Note that Reznikov also said that the war in Donbass caused more than $ 120 billion in damage to Ukraine.
